Summary
The position is organizationally known as Criminal Investigator and reports to the Chief of Police. The incumbent plans and conducts investigations related to alleged or suspected violations of criminal laws and/or the character, practices, or qualifications of persons or organizations seeking, claiming, or receiving Federal benefits, permits, or employment. The position works independently or with minimal supervision in an extremely complex Health Care System, which is constantly evolving.

Duties
VA Healthcare System Serving Ohio, Indiana and Michigan (VISN 10) advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran's community. This aligns with the Veterans Health Administration (VHA) Mission Statement to Honor America's Veterans by providing exceptional health care that improves their health and well-being.
Major Duties:
  • Completes investigations referred to but declined for investigation by the Office of Inspector General (OIG) and non- VA law enforcement agencies of all serious crimes and felonies.
  • Investigates crimes which cannot be resolved through the initial efforts of the reporting officer's preliminary investigation or are beyond the scope of a Officer's responsibility.
  • The position performs a variety of standard and nonstandard assignments in resolving a wide range of conditions or criminal/administrative activities typically requiring extensive research, interviewing, planning, observing, conducting stakeout operations, and executing investigative techniques, resulting in arrest of suspects and in some instances, changes in patrol operating procedures.
  • The position investigates complaints and tips, develops leads, obtains physical evidence, seeks out and questions witnesses and suspects, takes testimony and arrests offenders.
  • The position obtains evidence, explains constitutional rights, and performs search and seizures.
  • Gathers information and determines facts/evidence relationships and conducts multiple-location surveillance over an extended time period.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plans and conducts investigations relating to alleged or suspected violations of criminal laws by utilizing investigative techniques and by applying the laws of evidence, rules of criminal procedures, and precedent court decisions concerning criminal activities. Makes arrests. Obtains evidence, explains constitutional rights, and performs search and seizures. Consolidates ostensibly disparate facts, events and other types of intelligence material and develops information and applies guidelines and techniques for the detection, apprehension and persecution of persons attempting to violate or circumvent laws. Plans and conducts investigations relating to alleged or suspected violations of criminal laws by utilizing investigative techniques and by applying the laws of evidence, rules of criminal procedures, and precedent court decisions concerning criminal activities. Evaluates complaints and to determine investigative merit. Prepares collected evidence for presentation in legal proceeding. Plans and conducts investigations of alleged violation of Title 18, United States Code, including fraud, bribery, larceny, embezzlement, collusion, and conflict of interest.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree in a field of Criminal Investigation or LL, M. TRANSCRIPTS REQUIRED

  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. Successfully completed graduate level education (in excess one (1) full year or 18 semester hours of graduate level education) and specialized experience to meet total experience requirements. To calculate, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant who has 9 semester hours of graduate level education beyond the first full year, (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Lautenberg Amendment: This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922(g)(91)). Candidates who have been convicted of a misdemeanor crime of domestic violence are not qualified for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense.
Physical Requirements: This position is rigorous and physically demanding, meets the definition of a "Rigorous Position" contained in 5 CFR 842.802,
1)Having direct contact with, and frequently pursuing and detaining, persons who are suspected or convicted of offenses against the criminal laws of the United States.
2) Carrying a firearm and exposure to hazards or danger.
3) interviewing witnesses, interrogating suspects, and giving Miranda and other rights warnings when appropriate.
4) Working long periods without a break, which may require moderate to arduous physical exertion involving considerable walking, long periods of standing, frequent bending or lifting, and occasional climbing; and,
5) Being on-call 24 hours a day. The incumbent must meet certain physical qualifications and shall maintain a high standard of physical condition, enabling the incumbent to work long and/or irregular hours under adverse conditions
Work Environment: The work environment involves frequent exposure to moderate risk situations, some discomforts, unpleasant working conditions, and adverse weather conditions e.g. hot, cold, dry and wet. Safety or security precautions sometimes are necessary, and the position may have to use appropriate clothing or gear. May be required to work long and irregular hours, on weekends, holidays, or at night, and change shifts and duty hours to conduct extensive criminal investigations.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
