The Professional in this position is assigned supervisory responsibilities over Criminal Investigator II's in the Lakewood Officeof the Division of Gaming - Sports Betting. The supervisor in this position will assist in conducting investigation performed by the Criminal Investigator II's working titles: (Cyber and Financial Crimes and Financial Investigators) and to assist the Agent in Charge as needed. Perform as a peace officer to investigate and enforce the Colorado Limited Gaming Act of 1991 and the Colorado Revised Statutes. Investigators use and interpret the Colorado Limited Gaming Statutes, Regulations, and Internal Control Minimum Procedures to plan and initiate investigations and determine outcomes.

Supervision - Regulatory Enforcement
  • Responsible for the daily operation of background investigations functions, and staff.
  • Supervises and reviews "problem" applications and initiates appropriate disciplinary action for presentation to the Director of the Division of Gaming or the Colorado Limited Gaming Control Commission
  • Assigns monitors the caseload, reviews work products for completeness and accuracy, and schedules staff to ensure adequate coverage.
  • Receives notifications of violations from applicants, assigns investigations, and initiates appropriate disciplinary actions.
  • Responsible for performance planning, review, and final evaluations. Recommends corrective and disciplinary actions.
  • Acts as a Division resource for financial training for investigator positions. Provides training and makes presentations to Division members, the industry, stakeholders, and the public when requested.
  • Responds to verbal written inquiries concerning gaming laws, regulations, and licensing.
  • Recommends training to investigators for succession planning and growth.
  • Remains current on Limited Gaming Statutes, Regulations and Internal Control Minimum Procedures and applicable criminal and civil statutory law and case law.
  • Performance as Acting Agent in Charge of the local office in the absence of the Agent in Charge.
  • Conducts yearly evaluations and communicates to Human Resources employee issues.

Supervision - Conduct Financial Investigations

  • Position's primary duty is to supervise complex financial investigations, and backgrounds, and assist investigators who investigate companies and individuals seeing a Sports Betting license in Colorado, or who are already licensed.
  • Since many applicants are publicly traded companies, the position must have detailed knowledge about securities reporting requirements each applicant must fulfill, as well as how the securities markets function, to understanding how capital can be, and is, raised.
  • Investigation of individual owners and company management to determine their suitability for licensing, a determination based on their business practices, and on each individual's personal, financial, criminal, and legal histories.
  • Investigation involves analysis of the capital structure of a business entity to identify all parties who may have a claim to the company's assets, including those whose ownership may not have been declared to the Division.
  • Based on applications of the Gaming and Sports Betting statutes and regulations to the results of an investigation, this position makes recommendations to the Division and the Commission with respect to the suitability of an applicant for licensing.

Supervision - Conduct Criminal Investigations

  • Supervise and assign investigations to Criminal Investigator II's and as needed this position will conduct criminal investigations. The Criminal Investigator conducts investigation into any matters regarding licensing or applicants that violate the Colorado Limited Gaming Control Act of 1991, the Sports Betting Act, or any other local, state, or federal laws.
  • The CRIMINAL INVESTIGATOR conducts investigation into hidden ownership and money laundering schemes, sources and /or distribution of illegally obtained funds and thefts by associate and non-associated individuals.
  • A thorough knowledge of auditing and accounting principles and techniques, court procedures, and rules of evidence in addition to well-developed investigative skills and techniques are required to perform these investigations.

Supervision - Background Investigations

  • Assigns and reviews, Supervises, plans, coordinates and conducts complex investigations involving multi-jurisdictional and multi-national entities.
  • Determines and evaluate area of tax information, financial documentation, asset identification, source of investment funds, reputation, civil litigation, criminal history, accuracy of provided disclosures, and areas of fraud and misrepresentation.
  • Prepares detailed written reports and presents findings to the Colorado Limited Gaming Control Commission to determine suitability for licensure.
  • Conducts annual (or as needed) renewal, expansion or change of ownership investigation then completes a detailed written report and presents the findings to the Colorado Limited Gaming Control Commission.

Minimum Qualifications:

Education Experience:

Bachelor's degree in Business Administration, Accounting, Criminology, Criminalistics, Criminal Justice, Finance, Economics, Police Science, Public Administration, Law Enforcement, Law, Psychology, Sociology or a field of study closely related field as determined by the Department.

AND

Two (2) years of professional investigative experience in a regulatory environment.
AND
* Required at the time of application a current Colorado Peace Officer Standards & Training (POST) certification.


Substitutions:
Criminal Investigative experience in a field appropriate to the position may be substituted for the degree requirement only on a year-for-year basis.

Necessary Special Requirements:
  • Applicants must successfully pass a background investigation and a tax check prior to appointment to positions in the Gaming Division.
  • Must possess and maintain a valid Colorado Driver's License (at the time of application).
  • Applicants must successfully pass a Psychological Evaluation prior to being appointed to a position in the Gaming Division.
  • Must be willing to work nights, rotating shifts, weekends with holidays, and be able to do extended travel.
  • Must be able to qualify and maintain qualification with a firearm.
  • Must be able to certify and maintain certification in arrest control techniques.
  • A current Colorado Peace Officer Standards & Training (POST) certification.
Preferred Qualifications
Preferred applicants will possess more than the required minimum experience:

  • Knowledge of Colorado rules and regulations related to Division of Gaming.
  • Demonstrated ability to work with a diverse group of stakeholders with competing interests.
  • Outstanding candidates have recent experience in investigations involving Sports Betting enforcement, Gaming enforcement, financial investigations, interpreting and applying statutes, and researching databases.
  • Additional years of experience as a supervisor, financial investigator in a regulatory environment.
  • Outstanding candidates will have recent experience with: investigations interpreting and applying statutes and researching databases.
  • Demonstrated leadership and training ability as a field trainer and/or instructor in a technical discipline applicable to the regulatory or law enforcement field.
  • Additional years of experience in professional investigative and/or compliance experience in a regulatory environment.
  • Excellent communication and interpersonal skills.
  • Proven ability to work independently and accept supervision.
  • Proven success organizing and tracking workload.
  • The preferred candidate will be currently employed as a detective or CRIMINAL INVESTIGATOR and possess patrol/police officer experience.
  • Proficiency in the Microsoft Office Suite.

  • Proficiency in Google Suite.

  • Excellent oral and written communication and interpersonal skills.

Certain positions based on duties may require scheduled background investigations.
