Job description

This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Coast Guard Investigative Service (CGIS), located in the following duty locations:

Largo, FL

Key West, FL 

Alexandria, VA 

Philadelphia, PA 

Washington, DC

Qualifications:

At the GS-12 level: Applicants must have 1 full year of specialized experience (equivalent to at least the GS-11 level in the federal service).
Specialized experience includes:  Obtaining and evaluating information from many diverse sources including alleged criminals and reluctant witnesses; surveillance planning, including those surveillance activities involving multiple parties, the latest technology, and methods that are subject to changing legal admissibility; and detection practices to identify crimes involving financial instruments, narcotics trafficking, cyber crimes, subversive organizations, terrorism, threats to national security, and criminal rings; using advanced investigative techniques to provide functional and technical oversight to special agents;

Quality Ranking Factor for this position: Completion the Criminal Investigator Training Program (CITP) at the Federal Law Enforcement Training Center (FLETC) in Glynco, GA OR its equivalent. 

At the GS-13 level: Applicants must have 1 full year of specialized experience (equivalent to at least the GS-12 level in the federal service).
Specialized experience includes: Demonstrating mastery of, and skill in, applying laws, regulations, executive orders, advanced principles, concepts, as well as advanced investigative techniques associated with operational law enforcement intelligence collection; obtaining and evaluating information from many diverse sources including alleged criminals and reluctant witnesses; surveillance planning, including those surveillance activities involving multiple parties, the latest technology, and methods that are subject to changing legal admissibility; and detection practices to identify crimes involving financial instruments, narcotics trafficking, cyber crimes, subversive organizations, terrorism, threats to national security, and criminal rings; using advanced investigative techniques to provide functional and technical oversight to special agents; and overseeing subordinate agents; and comprehensive knowledge of and ability to apply laws, policies, regulations, directives, procedures, and instructions regarding Maritime Law Enforcement (MLE) and the Federal statutes and regulations of the Uniform Code of Military Justice (Title 10, U.S. Code)

Quality Ranking Factor for this position: Completion the Criminal Investigator Training Program (CITP) at the Federal Law Enforcement Training Center (FLETC) in Glynco, GA OR its equivalent. 

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
