The Position
The Maple Grove Police Department is seeking a dedicated and driven law enforcement professional to serve as our Crime Analyst. In this position, you will be responsible for timely and accurate analysis of information through strategic, statistical, administrative, and operational processes to develop intelligence in support of the department's mission, vision, and goals. Additionally, you will collect and analyze data to help describe call-for-service needs, crime patterns, crime trends, and potential suspects. As the Crime Analyst for the Maple Grove Police Department, you will play an impactful role in communicating information, aiding in the investigative process, increasing the apprehension of offenders, aiding crime prevention efforts, and assisting in service delivery. Responsibilities
  • Collects and analyzes data to identify relationships and to recognize patterns and implications that can be used by law enforcement personnel.
  • Process the flow of information from neighboring agencies and regional, statewide, and federal agencies in an accurate, efficient, and legal manner. Networks with analysts and crime prevention specialists from other jurisdictions to promote intelligence and information sharing.
  • Uses crime mapping and geographic information systems to demonstrate relationships and enhance the visual presentation of the research data to prepare routine and comprehensive written reports and make clear oral presentations upon request.
  • Researches, organizes, compiles, and analyzes data and information for assigned special projects. Prepares and presents statistical data to the chief and command staff. Participates in police department initiatives.
  • Provides input to City website and social media, prepares reports and presentations using maps, charts, crime bulletins, statistics, and graphs to inform department staff of past, present, and future crime trends.
  • Assists in the creation and maintenance of databases, custom dashboards, web applications, forms, reports, timelines, maps, and link charts that aid in operations, investigations, and administration. Extracts and organizes pertinent information, provides leads, performs data mining, proactively develops targets for further investigation, and assists on search warrants when requested.
  • Provides statistical support to supervisors and command staff about the job productivity of employees, including the preparation of strategic assessments for use in budget projections and staffing levels and/or deployments.
  • Provides statistical reporting of crimes, tracks state and federal reporting of crimes, crime, and predictive and/or patterned analysis, monitors all automated processes, and shares this data with others inside and outside of the department.
  • Supports the Police Department's values and mission statement through the gathering and dissemination of intelligence information and the identification and tracking of crime trends as an important component of community-oriented and proactive problem-solving policing.
  • Attends briefings or roll calls with department divisions to gather and disseminate information on criminal activity. Provide information to support supervisors to plan and identify targeted enforcement.
  • Assists investigators with their assigned cases as directed. Provides analytical support for a variety of criminal cases.
  • Provides expert testimony when necessary.
  • Provides staff with real-time intelligence during critical incidents and other major events. Available for callbacks on nights and weekends.
  • Presents or speaks at community events or meetings as needed and assists with responding to data requests from the public.
  • Coordinates efforts to ensure the City of Maple Grove is an equitable, inclusive, and respectful organization and supports the City's mission, vision, and core values.
  • Demonstrates ability to understand and respect the diversity of customers and co-workers, effectively communicating with individuals whose first language may be one other than English.
  • Performs other related duties as apparent or assigned.

Knowledge of:
  • Principles, practices, and procedures of the legal process and how legislation, law enforcement, the courts, and sentencing procedures interact with one another.
  • Pertinent Federal, State, and local laws, codes, and regulations.
  • Principles and procedures for developing goals, objectives, and implementation plans.
  • Principles, practices, and procedures of modern public safety communication, technology, and equipment.
  • Computer operations and software pertaining to the Police Department, including Microsoft Office, Geographic Information Systems (GIS), database connectivity, management, and querying.
  • Principles, practices, and techniques of planning and research.

Ability to:
  • Learn and stay updated with technological concepts and details related to digital evidence (such as mobile devices, networks, Wi-Fi, IP addresses, and more) and apply them in analysis.
  • Construct and manage databases, as well as design and customize reports from databases for the end user.
  • Identify complex problems and review related information, analytically examine the problem, develop, and evaluate options, and implement solutions.
  • Communicate clearly and concisely, both orally and in writing. Operate a computer and other office equipment.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Exercise sound judgment in evaluating situations and in making decisions.
  • Establish beneficial relationships for the benefit of the City and the Police Department through professional organizations, committees, etc.
  • Be flexible in an environment driven by a growing population requiring new and creative approaches to service while remaining fiscally responsible.

Qualifications
Any combination of experience that would likely provide the required knowledge is qualifying. A typical way to obtain the knowledge and abilities would be:
Need to have:
  • Associate's degree in criminal justice, Law Enforcement, or a related field.
  • Possession of, or ability to obtain, an appropriate, valid Minnesota Driver's License.
  • Three years of research, statistical, analytical, and/or intelligence-led work experience in a governmental setting, working with computers and Microsoft Office.
  • Two years of experience or education in using geographic information systems (GIS).

Nice to have:
  • Bachelor's degree in criminal justice, Law Enforcement, or a related field.
  • Crime Analyst certification and experience using the State/Federal Criminal Justice Information Networks (i.e., C.J.R.S., C.J.I.S., N.C.I.C., or others).
  • Knowledge of the Minnesota Data Practices Act.

WORKING CONDITIONS
Environmental Conditions:
Office environment; exposure to computer screens; use of desk and cellular telephones; and frequent interruptions. Working in the field (e.g., on-scene command posts of critical incidents) may be needed to provide crime analysis and intelligence work to support command and operational needs.
Physical Conditions:
Essential and other important responsibilities and duties require maintaining the physical condition necessary for sitting for prolonged periods of time; general manual dexterity; adequate hearing, vision, and speech is required; must be able to operate assigned equipment.
