Job description

The City of La Crosse is accepting applications for a full-time Crew Leader - Water Distribution to become an essential member of the Water Department. The individual in this position will work with a dedicated team of employees who work together to provide quality, sufficient water for the City of La Crosse.

The purpose of this position is to supervise and perform maintenance and repair tasks for the Water Distribution system. The work is performed under the direction of the Assistant Superintendent - Water Distribution and the Water Superintendent. Starting wage for this non-exempt position is $27.81 per hour (80 hours bi-weekly).

Requirements: High school diploma or equivalent, three (3) to five (5) years progressively responsible water utility distribution system maintenance experience, or any combination of education and experience that provides equivalent knowledge, skills and abilities. A valid commercial Class B with airbrake driver's license required or ability to successfully obtain commercial driver's license within thirty (30) days in the position. Must maintain commercial driver's license.

Purpose of Position
The purpose of this position is to supervise and perform maintenance and repair tasks for Water Distribution system. The work is performed under the direction of the Water Distribution Supervisor and Water Superintendent.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Supervises work crews, as lead worker, performing Water Distribution system maintenance and repair tasks. Assigns tasks and reviews work. Allocates crew members and equipment at job site. Instructs work crews regarding work assignments.
Directs hydrant, water main valve and water service installation and repair. Develops schedules for hydrant inspection.
Directs water main repair.
Directs thaw of water mains.
Inspects water mains and fire hydrants installed by contractors for compliance with Utility standards.
Directs and taps water mains for contractors.
Directs and inventories equipment and supplies.
Repairs water valve manholes.
Participates in on-call rotation.
May respond to emergencies.
Maintains regular and predictable on-site attendance.
Additional Tasks and Responsibilities
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.
Repairs and maintains meters.
Operates backhoe and dump truck.
Maintains utility records and maps.
Assists with utility maintenance and repair.
Minimum Training and Experience Required to Perform Essential Job Functions
High school diploma or equivalent, three to five years progressively responsible water utility distribution system maintenance experience, or any combination of education and experience that provides equivalent knowledge, skills and abilities. Ability to compare, count, differentiate, measure, assemble, copy and record and transcribe data and information. Ability to classify, compute and tabulate data.

Ability to utilize a wide variety of descriptive data and information such as maps, engineering drawings, microfilm reader, water service cards, plat book, meter cards, blueprints and general operating manuals.
Ability to communicate effectively with water utility personnel, Traffic Engineer, contractors, various city departments and the general public.
Mathematical Ability
Ability to add and subtract, multiply and divide, and calculate percentages, fractions, and decimals.
Judgment and Situational Reasoning Ability
Ability to use functional reasoning in performing influence functions such as supervising, leading, instructing and directing.
Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory and/or judgmental criteria, as opposed to criteria which are clearly measurable.
Physical Requirements
Ability to operate equipment and machinery requiring complex and rapid adjustments, such as welder, cutting torch, metal detector, leak detector, tapping machine, valve turning machine, power saws and variety of hand tools.
Ability to coordinate eyes, hands, feet and limbs in performing movements requiring skill and training, such as assembling.
Ability to exert moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, lifting, carrying, pushing, and pulling.
Ability to recognize and identify similarities or differences between characteristics of colors, shapes, sounds and odors associated with job-related objects, materials and tasks. Ability to sustain prolonged visual concentration and stand for long periods.
Environmental Adaptability
Ability to work under often unsafe and uncomfortable conditions where exposure to environmental factors such as temperature variations, odors, toxic agents, noise, vibrations, wetness, machinery, electrical currents, traffic hazards and/or dust can cause discomfort and where there is a risk of injury.
