This position's primary function is to operate various vehicles in performing tasks associated with Roadway, Right-of-Way, Stormwater Maintenance and Construction projects within Leon County, thereby assisting the Division in meeting its Mission Statement.

ESSENTIAL DUTIES
Helps to oversee job performance of regular and temporary employees performing maintenance tasks associated with Roadway, Right-of-Way, and Stormwater Maintenance operations.
Ensures that employees conform to established policies and procedures related to maintenance activities. Monitors quality of work, quantity of work, attitude, dependability, and absenteeism of assigned employees.
Operates various special heavy equipment performing tasks associated with Roadway, Right-of-Way, Stormwater Maintenance, and Construction activities.
Unskilled and semi-skilled tasks associated with Roadway, Right-of-Way, and Stormwater Maintenance activities. This includes chainsaws, vibroplate packers, blowers, weed eaters, push mowers, pavement saws, jack hammers, etc.
Operates various construction and farm equipment such as tractors, rollers, in the absence of normal operator and for special projects as required.
Reviews and completes biweekly timesheets recording hours worked, leave requests, etc. Completes vehicle accident reports and personal injury reports as required.
Periodically subject to be placed On-call Standby for emergencies and temporary assignments to various work crews to perform non-routine work tasks.
OTHER IMPORTANT OR MARGINAL DUTIES
Performs other related duties as required: serves as standby during storms and other emergencies; participates in the interview selection process; fills in for other Crew Chiefs or other similar position as needed; responds to Service Request Work Orders as required.

This position adheres to guidelines, policies and operating procedures; makes independent judgment in the field, encounters deadlines/shifts in attention when dealing with monitoring activities, encounters problem solving when dealing with employee performance, and exercises difficult or creative thinking when resolving personnel and citizen complaints.

Position duties range from defined to somewhat defined. Work is periodically checked. Guidance is sought concerning employee discipline and performance problems, equipment replacement, and concerns of citizens. Position is required to adhere to Leon County policies, procedures, and other manuals.

Position is supervisory.
INTERNAL AND EXTERNAL CUSTOMER CONTACT
Position has interdepartmental contact with staff concerning daily work reviews, problem resolution, instructions, guidance; County warehouse staff concerning purchasing supplies; and Fleet Management staff concerning maintenance issues. Citizens may occasionally ask questions about work that is in progress.
EQUIPMENT AND TOOLS USED
Operates the following tools and equipment: personal computer, sign computer, word processing software (Word), spreadsheet software (Excel), database software (Hansen), car and/or light truck, dump truck, crew cab, farm tractor, adding machine, fax machine, and various tools of the trade.
Work is performed mainly outdoors with exposure to inclement weather conditions, exposure to insects, animals, et cetera. Physical demands include standing, walking, sitting, lifting and pushing in excess of 50 pounds, climbing, stooping, reaching, et cetera.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of supervisory techniques. Ability to communicate clearly and effectively, orally and written. Skilled in managing people, organization, and time management. Ability to operate equipment. Ability to train and coach subordinates in equipment operation and servicing. Ability to talk courteously and tactfully with the public. Knowledge of equipment maintenance use.
MINIMUM QUALIFICATIONS
Requires a high school diploma or an equivalent and three years of related or similar work experience. Prefer two years of supervisory experience.
Necessary Special Requirements:
Must possess or be able to obtain within 30 days of employment a State of Florida CDL Class "A" license for operating any combination of vehicles with a Gross vehicle Weight Rating (GVWR) of 26,001 pounds or more provided the GVWR of the vehicle(s) being towed is more than 10,000 pounds. In addition, an employee must possess or be able to obtain an "N" endorsement.
Must possess or be able to obtain within six months of employment an Excavation Contractor License issued by Leon County Department of Community Development.
Must possess or be able to obtain within six months of employment a Florida Department of Transportation Maintenance of Traffic Certificate.
Must complete Work Program Policies and Procedures Training.
All Leon County employees (regular full-time and part-time, OPS, and PRN) are required to work before, during and after a Declared Local State of Emergency (DLSOE). Participation is considered a condition of employment.
