Description

Summary:This position is responsible for assisting the Compliance Officer in developing, implementing and administering all aspects of the bank's Community Reinvestment Act Compliance and Fair Lending programs. This position uses a combination of compliance monitoring reviews, data analytics and statistical analyses related to the CRA and Fair Lending program to proactively identify compliance risks or gaps in controls and recommend corrective action. The role is responsible for providing research and analytical support; communicating compliance deficiencies and potential problems to the Compliance Officer; coordinating with and aiding with the Compliance Officer and Executive Management in developing and implementing corrective action to help resolve identified problems. In addition, this position will help develop and implement programs to ensure the bank meets the needs of the communities it serves and attains CRA compliance goals through establishing, participating and maintain relationships with community-based charitable and non-profit organizations. The CRA/Fair Lending Compliance Analyst is responsible for ensuring compliance with all record-keeping and reporting requirements of the Community Reinvestment Act and Fair Lending laws. While this position is primarily responsible for CRA oversight, assistance with other areas of compliance will be required as assigned.

Essential Duties and Responsibilitiesinclude the following. Other duties may be assigned.

  • Continue to work with the Compliance Officer to develop and enhance the bank's current CRA compliance culture with the mindset that the bank is moving toward the $2Billion in assets mark.
  • Coordinate data collection from the bank to ensure that all CRA loan, service, and donation related documentation is captured, maintained, and is current.
  • Prepare, analyze and monitor bank's statistics to determine adequate loan penetration of LMI households and small businesses
  • Seek opportunities, as well as establishing connections, for the various bank markets to help increase the bank's CRA efforts and relay this information to the CRA Committee.
  • Work with the Compliance Officer and Executive Management to develop lending and investment programs that help meet the lending needs of LMI households.
  • Assist with special projects as needed.
  • Stay abreast of changes in deposit and lending regulations and guidelines as related to CRA and other laws and regulations.
  • Prepare or assist in preparing periodic monitoring reports for Executive Management and the Audit Committee to document compliance with bank regulations, policies and procedures in such areas as Fair Lending, Flood, TRIO, UDAAP, etc.
  • Perform other duties as assigned by Management.
  • Complete regularly scheduled compliance training.
  • Interact in a professional, courteous manner with employees, officers and board members.
  • All employees are required to attend training as required by GPNB as well as support the overall compliance program by complying with all laws, policies and procedures.
  • Work with Marketing regarding promotion of the bank's products and services in the bank's geographic footprint.
  • This position will be intimately familiar with working knowledge of the bank's CRA monitoring and tracking software.
  • Perform periodic reviews of the bank's assessment areas to ensure reasonableness of the delineation.
  • Maintain relevant CRA reports and files (i.e. CRA Public File) including all supporting documentation.
  • Review and approve advertising/marketing collateral generated by the bank's Marketing Department.
  • Assist the Compliance Officer with external auditors and examiners for CRA related reviews.
  • Assist the Compliance Officer in preparing documentation for external audit firms and for regulatory exams.
Qualifications

Education and/or Experience

Successful applicant must have at least 1-5 years banking experience in a compliance related role, such as loan administration, loan operations, or loan compliance professional in addition to 1-3 years' experience with CRA. A bachelor's degree in business, finance and/or accounting would be preferred or an equivalent combination of education, training and experience. This position could possibly be a manager position depending on experience and knowledge level.

Work Environment

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The environment would be consistent with a typical business office with moderate noise, services open to the public and the ability to work in a confined area typically indoors.
