Description
The Second Judicial District is seeking qualified applicants for two full-time Court Operations Associate positionsin the Criminal Division at 15 W. Kellogg Blvd, St. Paul MN.
The Court Operations Associate position is a fast paced, highly detail orientated position with a variety of responsibilities. Primary responsibilities include advanced court clerical work for a specific area of court case processing which requires the application of independent judgment and interpretation of policies and procedures based on training and knowledge gained through experience on the job. Work involves daily courtroom clerking, a considerable amount of data entry, and the ability to multi-task in a fast-paced environment. This position involves daily contact with judges, attorneys, judicial staff, partner agencies, and the public. Advice and assistance will normally be provided as needed by a Court Operations Supervisor or Court Operations Manager, but most functions will be performed with minimum supervision.
Work involves remaining in a stationary position most of the time in front of a computer using a keyboard, mouse, and telephone, regularly operating a computer and other office equipment, and occasionally moving about the work site to access file cabinets, office equipment, etc. Typical hours are 8:00 a.m. - 4:30 p.m., Monday-Friday, with some flexibility based on business need.
These positions will require the ability to work in person and remotely.
Rate of Pay:
The anticipated starting pay for this position is $21.00- $22.00 per hour for external hires.

Example of Duties
Job Responsibilities:
The following are examples of major job duties performed and may not include all duties required in this position:
  • Performs clerical court work involved in Minnesota Court Information System (MNCIS) case processing at multiple locations;
  • Attends court on a daily basis, in person and remotely, including updating cases in MNCIS and handling required paperwork;
  • Prepares court calendars and forms for court;
  • Checks people in and calls the court calendar;
  • Administers oaths to interpreters and defendants;
  • Communicates with judicial officers and chambers staff while working as their assistants in court proceedings and responding to their requests for information;
  • Reviews legal documents for completeness, adequacy, accuracy, and compliance with rules;
  • Determines processing required and takes necessary action in accordance with court rules or refers highly complex matters to a supervisor;
  • Determines proper routing of complaints and other filings; notifies parties; issues summons, notices, and similar processes; initiates criminal cases based on filed complaint and/or citation;
  • Assures confidentiality in compliance with local, state, and federal statutes and court rules;
  • Assists customers, attorneys, judicial staff, and other partner agencies in person and over the phone;
  • Accepts and enters filed documents through both paper and electronic filing systems;
  • Classifies and verifies appropriate document security levels on submitted filings;
  • Performs quality assurance checks on documents entered into the court record;
  • Other duties as assigned.
Knowledge, Skills and Abilities:
  • Knowledge of courtroom decorum and legal terminology;
  • Ability to speak in front of large groups of people;
  • Ability to communicate concisely and clearly, both verbally and in writing, as well as understand and follow verbal and written instruction;
  • Ability and willingness to work under pressure and adapt to changing priorities and assignments in a fast-paced environment while maintaining a calm demeanor and high level of accuracy.
  • Ability to handle confidential and sensitive information;
  • Ability to establish and maintain effective working relationships with co-workers, the general public, judicial officers, and justice partners;
  • Ability to learn, adapt, and utilize new technology, including eFiling, eSignature, eCharging, and document management;
  • Ability to exercise independent judgment;
  • Ability to work at multiple locations and remotely as scheduled;
  • Ability to take direction well and maintain a patient, professional, and positive attitude through challenging circumstances.

Typical Qualifications
Minimum Qualifications:
  • High school diploma or GED;
  • Demonstrated ability to handle multiple tasks while meeting a high level of accuracy in a fast-paced, stressful environment;
  • Excellent customer service skills;
  • Demonstrated ability to establish and maintain effective working relationships with others;
  • Demonstrated ability to learn new computer programs and technology;
  • Must be able to work at multiple locations and must be able to travel between multiple locations within the same day;
  • As this position will include some remote work, access to reliable
    internet connection is required at this time.
Preferred Qualifications:
  • Six months or more experience as a court clerk or in the legal field
