SUMMARY
Serves as the official County Surveyor of Polk County as a member of the Land Information Department and under the supervision of the Environmental Services Division Director. Manages the maintenance of all assessment records for the County on a timely basis as required by Wisconsin Statutes Section 70.09(2). Plans, organizes, and directs work of one or more survey parties and/or contractors engaged in surveying earth's surface to determine precise location and measurements of points, elevations, lines, areas, and contours for construction, mapmaking, land division, titles, mining, or other purposes by performing the following duties.
Duties/Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Coordinate and manage all assessment records for the County as required by Wisconsin Statutes Section 70.09(2).
- Serves as the official County Surveyor for Polk County and is responsible for carrying out the statutory requirements of the Surveyor's office as specified by Wisconsin Statutes Chapter 59. This includes but is not limited to:
- The execution of all surveys required by the county, any court, or for such individuals or corporations as he/she shall deem necessary.
- Keep official survey records as proscribed by statute.
- Subdividing sections.
- Relocation and perpetuation of section corners and division lines.
- Perpetuation of land marks.
- To perform these duties, the surveyor:
- Researches previous survey evidence, maps, deeds, physical evidence, and other records to
- obtain data needed for surveys.
- Develops new data from photogrammetric records.
- Determines methods and procedures for establishing or re-establishing survey control.
- Keeps accurate notes, records, and sketches to describe and certify work performed.
- Coordinates findings with work of engineering and architectural personnel, clients, and others concerned with project.
- Assumes legal responsibility for work.
- Is responsible for administering all contracts for surveying work.
SUPERVISORY RESPONSIBILITIES
Manages employees in the Survey Division of the Land Information Department. Is responsible for the overall direction, coordination, and evaluation of this Division. Carries out supervisory responsibilities in accordance with Polk County's policies and applicable laws. These responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Associate's degree (A.A.) or equivalent from two-year college or technical school in Surveying or related field and three (3) years related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical
procedures, or governmental regulations. Ability to write reports, business correspondence, and
procedure manuals. Ability to effectively present information and respond to questions from groups of
managers, clients, customers, and the general public.
MATHEMATICAL SKILLS
Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and
permutations. Ability to apply mathematical operations to such tasks as frequency distribution,
determination of test reliability and validity, analysis of variance, correlation techniques, sampling
theory, and factor analysis.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS
This position requires registration as a Wisconsin Land Surveyor and a valid Wisconsin driver's license.
OTHER SKILLS AND ABILITIES
Education and experience in Geographic Information Systems (ArcMap Pro), computer aided drafting (CAD) systems, an understanding of the principles of Global Positioning Survey Systems and the ability to work with various mapping projections is greatly preferred.

Under Polk County policy, the Full-time County Surveyor is not allowed to perform private surveying work within Polk County to avoid any potential conflict of interest.
