Overview
The Cost Specialist will be responsible for managing the integration of schedules and forecasts and implementing changes into cost procedures.
Responsibilities
  • Develop and manage the Estimate to Complete (ETC) collection and integration process and validate the Estimate at Complete (EAC) within the Cobra data system.
  • Manage the performance measurement baseline through the monthly integration of schedule plan, status, and forecasts with accounting system actuals, and develop quality assurance to ensure accuracy of reporting.
  • Prepare, analyze, and review program performance measurement and cost variances, and for the implementation of change actions into the cost baseline according to procedure.
  • Prepare and manage the variance analysis collection process and produce the required Format deliverable reports (Fmt 1-5) along with other required monthly metrics according to the monthly business rhythm.

Qualifications
Education
  • Bachelor's degree. Subcontractors not meeting the education requirements may be considered based on additional relevant experience.
    (1) General Education Development (GED) or vocational degree = high school diploma
    (2) A.S./A.A. degree = Two (2) year general experience
    (3) B.S./B.A. = Four (4) additional general experience
    (4) M.S./M.A. = Six (6) years additional general experience
    (5) Ph.D. = Eight (8) years additional general experience

Experience/Skills
  • The ability to support a 40-hour work week utilizing a 4/10s shift (10 hours/day; Monday through Thursday) is preferred. Work hours in excess of forty hours a week may be required, as authorized by management.
  • Previous SRS or DOE facility experience is preferred.
  • 10 years of experience functioning as a Cost Specialist on large scale government projects.
  • Experience within nuclear processing facilities, nuclear weapons facilities, or security disciplines at a DOE or DOD facility.
  • Supplier shall possess a positive FOCI determination from DOE which includes "Q" security clearance level.
  • US Citizen.
  • Candidate must be able to obtain and maintain a DOE "Q" security clearance.
