DUTIES

The responsibilities provided below are intended to describe the primary elements of the job as a whole and not describe any one position in its entirety:  
•    Develop and manage the Estimate to Complete (ETC) collection and integration process and validate the Estimate at Complete (EAC) within the Cobra data system.
•    Manage the performance measurement baseline through the monthly integration of schedule plan, status, and forecasts with accounting system actuals, and develop quality assurance to ensure accuracy of reporting.
•    Prepare, analyze, and review program performance measurement and cost variances, and for the implementation of change actions into the cost baseline according to procedure.
•    Prepare and manage the variance analysis collection process and produce the required Format deliverable reports along with other required monthly metrics according to the monthly business rhythm.

QUALIFICATIONS

• Bachelor's degree in a technical or non-technical field.
• US Citizenship Required
• The ability to support a 40-hour work week utilizing a 4/10s shift (10 hours/day; Monday through Thursday) is preferred. Work hours in excess of forty hours a week may be required, as authorized by SRNS management.
• Previous SRS or DOE facility experience is preferred.
• Ability to obtain and maintain a DOE Q Clearance with Weapons Data access.
• 10 years of experience functioning as a Cost Specialist on large scale government projects.
• Experience within nuclear processing facilities, nuclear weapons facilities, or security disciplines at a DOE or DOD facility.

Work Hours:

A 40-hour work week is scheduled. SRNS utilizes various work schedules; including 5/8s (8 hours/day; five days per week), 4/10s (10 hours/day; four days per week), and a 9/80s (9 hours/day, five days on week A and 4 days on week B). The work week excludes SRNS holidays. Each workday has a 30-minute lunch break.

Area Security Access:

 Candidate must be able to obtain and maintain a DOE “Q” security clearance. Supplier shall possess a positive FOCI determination from DOE which includes “Q” security clearance level. An active DOE clearance is not initially required to perform assigned duties. After award, the selected candidate will be notified when to apply for a clearance based on specific work assignments. Candidates who have possessed an active DOE clearance (“L” or “Q”) within the past two years are preferred.
