Job description
Responsibilities- Position includes cost estimating and Pricing
- Experience is FFP, Cost Reimbursable and T&M proposals
- Understanding of Direct vs. Indirect costs
- Understanding of Allowable and Unallowable costs
- Prepare new base proposal pricing that is compliant with FAR/DFAS
- Analyze historical cost for estimating trends
- Analyze new estimates based on supplier quotes, Department of Labor Wage Adjustments, Collective Bargaining Agreements (CBA’s) and Salary Surveys
- Application of forward bid rates and applicate fees
- Review RFQ for financial impacts
- Annual Option Year proposal pricing updates
- Updates include Wage Adjustments based on the Service Contract Act and CBA’s
- Annual review for any other required changes
- New Program Proposals
- Analyze RFQ for financial impacts
- Lead the pricing volume proposal
- Work with Operations team for manpower estimates by analyzing the RFQ and calculating productive hours
- Analyze nonlabor estimates for reasonableness
- Other duties
- Lead/support proposal negotiations
- Review new contracts for compliance with submitted proposal
- Track contract funding and perform monthly invoicing with accounts receivable ledger.
- Qualifications
- 4+ years of preparing US Government proposal estimates and Pricing
- Understanding of FAR and DFARS sections tied to proposals
- Knowledge, Skills and Abilities
- Strong proposal management skills
- Intermediate knowledge of Excel
- Detail oriented with high level of accuracy and organizational skill
- Excellent analytical and problem-solving skills
- Works well as a team player and on individual proposals
