ABOUT THE JOB
The Corporate Compliance & Security Assistant Manager will execute Federal and State Government compliance actions for new business formations, maintenance of accounts, annual reporting and representations of companies on government proposals. Enforces the National Industrial Security Program, and implements measures necessary for safeguarding of classified material and controlled unclassified material (CUI).
Corporate Compliance
- Develops recommendations for senior company leadership and General Managers on company business status, succession planning and strategies for competitive positioning for teaming and pursuits. Participates in discussions and presentations as necessary.
- Executes all company, subsidiary and joint venture (JV) business registrations for start-ups, new JVs and annual reporting. Specific actions include registrations, records management and reporting with the IRS, System for Award Management (SAM).
- Engages company personnel in evaluation, writing and reporting of Federal Acquisition Regulation (FAR) Compliance actions including; proposal Representations and Certifications, Bio Preferred Material and Services Contract Act. Manages the Tepa Companies First-Tier Subcontractor Reporting Program: engages Project Managers (PM) for data gathering and Project Administrators (PA) in development of and submission of required reports. Performs quality checks of PA submitted reports.
- Develops the SBA 8(a) program compliance actions; initial 8(a) applications, business plans, joint ventures and annual reports.
Security
- Reviews federal Industrial Security policy and procedures, consults and makes recommendations to the Security Manager to maintain company facility security clearances.
- Manages personal security clearance applications to advise employees on the submission process and performs an initial review on all applications. For adverse personnel concerns will make recommendations to the Security Manager for mitigation.
- Coordinates with Human Resource personnel and General Managers all security requirements for new hires including security notifications and initial training for personnel with security clearances.
- Processes all cleared personnel into and out of the federal security program and coordinates with the Security Manager periodic training and notifications of program changes/modifications.
- Monitors all employees with security clearances and assist in security investigations/administrative inquiries of employees having security infractions/violations.
- A member of the Personnel Security Management Board conducting insider threat and counter intelligence analysis of personnel, systems and programs. Assists in the preparation of counters and reports as required.
- Coordinates physical storage requirements, documentation for CUI personnel designations and training for the Controlled Unclassified Information Program..
- Manages the company Common Access Card (CAC) Program. Coordinates with PM and other company personnel and government representatives for background checks and issuance of cards.
- Prepares for all Defense Counterintelligence and Security Agency inspections, audits and visits.
WHAT WE’RE LOOKING FOR
- Bachelor’s degree in business or public administration
- Minimum of 5 years of federal government compliance experience
- Minimum of 5 years of National Industrial Security Program (NISP) experience
- Previous experience in a security position – managing geographically dispersed locations
- Secret security clearance (must be current and the ability to maintain)
- Strong organizational and written and verbal communication skills
- The ability to establish and maintain effective working relationships with internal and external clients
- Exceptional interviewing/investigative skills
- Strong knowledge of Federal Acquisition Regulations, SBA 8a regulations and the National Industrial Security Program
- Working knowledge of System for Award Management (SAM), SBA Certify & GLS eQIP, NISS/DISS websites
- Proficiency with Microsoft Office Suite
Preferred (not required):
- Master’s Degree or Juris Doctor Degree
- Professional Society involvement; The Society of Industrial Security Professionals (NCMS), The National Contracts Management Association (NCMA)
- NISPM possessing facility experience (classified material and systems)
