Corporate Affairs Manager - Patient Assistance Programs

In this vital role you will be the operations lead for the Amgen Safety Net Foundation that supports specialty pharmacy/retail products and will ensure the program follows the business guidelines approved by the board and meets key performance targets. This role will involve supporting Amgen's PAP program with advanced analytics, financial planning, fulfillment, and logistics management, and providing operating reviews to the Board of Directors. The Manager will collaborate with the Senior Manager and Director of Patient Access on PAP operations and will need strong project management skills. The role offers a great opportunity to work in a dynamic matrix environment with cross functional Amgen teams (such as Law & Compliance, Quality, Marketing, Supply Chain, etc.) and/or external partners that are aligned to support Amgen's PAPs.

Key responsibilities of the Corporate Affairs Manager – PAP will include:

  • Program Oversight: Accountability for Specialty Pharmacy/Retail call center program operations @ Amgen Safety Net Foundation (ASNF) enrollment and fulfilment services.
  • Enrollment Supplier Management: Patient support program (PSP) management and day-to-day operations lead of a Specialty Pharmacy/Retail call center.
  • Pharmacy Services Management: Develop and manage forecast, inventory, and ensure quality and compliance for direct to patient drug shipments.
  • Operations Management: Day to day oversight of program specific PSP at Amgen Inc. (e.g. pharmacovigilance).
  • Ensure efficiency and compliance controls associated to Foundation approved policies and governance.
  • Monitor alignment to approved product specific business rules (e.g. enrollment, data sharing, hand-offs, messaging, etc.).
  • Manage Supplier adherence to contractual service level agreements.
  • Handle internal/external escalations and drive resolutions to completion.
  • Represent ASNF at all product dedicated meetings.
  • Provide ad-hoc data analytics on data and present findings to Patient Assistance Leadership.
  • Synthesizes information from many sources to support Patient Assistance Leadership to understand and resolve complex issues.
  • Work in Teams: Leverage cross-functional resources aligned to ASNF’s dedicated Specialty Pharmacy/Retail Patient Support Programs to achieve results.
  • Finance – Accountable for patient forecast and budget latest estimates reportable to Amgen finance.
  • Data/Analytics – Analyze and interpret project data and documents for strategic projects as requested by Patient Assistance Program Leadership.
  • Preserve Amgen Safety Net Foundation integrity and Corporate Reputation by ensuring service levels are met using program analytics, agent live listening, data mart integrity, and case accuracy monitoring.
  • Legal/Compliance – Evaluate and assess the efficiency of controls and continuously bring ideas for improvement to the PAP Team as requested by LAW and WC&BE
  • Draft, modify/revise and deploy updated procedures, training guides, repots etc., and periodically include prepared reports for senior management and external regulatory bodies.
  • Monitor and enforce standards and regulations during quarterly and annual program audits (e.g. Safety, R&D, 501c3 Financial, Corporate Compliance, and Inventory).

  • Call Center Management and Insurance and reimbursement experience for Medicare Part D, Commercial and other Government Insured patients a plus.
  • Travel: ~10-15%

Basic Qualifications:

Doctorate degree

Or

Master’s degree and 2 years of Patient Assistance program, access reimbursement, or project management experience

Or

Bachelor’s degree and 4 years of Patient Assistance program, access reimbursement, or project management experience

Or

Associate’s degree and 8 years of Patient Assistance program, access reimbursement, or project management experience

Or

High school diploma / GED and 10 years of Patient Assistance program, access reimbursement, or project management experience

Preferred Qualifications:

  • Advanced degree in business, modeling or analytics
  • 2+ years of Patient Assistance program and/or access reimbursement experience
  • Proficient in decision analysis and probabilistic modeling methods
  • Ability to modulate communications based on target audience
  • Experience leading multi-disciplinary teams
  • Demonstrates high creativity; is largely self-directed, able to work with some supervision, and function effectively on multidisciplinary teams, both as participant and leader
  • Strong executive presence with senior leaders including the ability to communicate effectively on a prepared and ad-hoc basis
  • Ability to develop strong working relationships with key stakeholders
  • Action and results-oriented individual
  • Demonstrates excellent interpersonal communication skills, self-confidence, decisiveness
  • Advocates strategic positions in the face of uncertainty
  • Comfortable with ambiguous work assignments and experience managing change in a complex, matrix organization

The expected annual salary range for this role in the U.S. (excluding Puerto Rico) is posted. Actual salary will vary based on several factors including but not limited to, relevant skills, experience, and qualifications.
