POSITION TITLE:Coordinator of Financial Services
EXEMPTION STATUS: Exempt
REPORTS TO: Assistant Superintendent-Business & Support Services/Chief Financial Officer
TERMS OF EMPLOYMENT: 12 months
Primary Purpose:
Direct and manage District payroll, benefits, leave, wellness, accounts payable, and cash management programs and processes. Facilitate the efficient operation and continuous oversight of these functions.
Qualifications:
Education/Certification
Bachelor's degree in business or public administration with accounting or insurance emphasis preferred.
Special Knowledge/Skills
Knowledge of payroll processes, employee leave programs and benefit packages Knowledge of state and federal laws, regulations, and reporting in the areas of payroll and benefits Advanced technical knowledge of accounting systems, procedures, and financial applications Ability to manage budget and personnel Ability to interpret policies, procedures, and data Effective and analytical problem-solving skills Skill and ability in preparing and delivering information to diverse groups Effective organizational, communication (verbal and written), public relations, and interpersonal skills
Experience
Five years in public education, business or related field
Major Responsibilities and Duties:
Financial Ethics
  • Comply with all policies and procedures; internal controls; and state, local, and federal laws as they pertain to the financial affairs of the District.
  • Promptly report to immediate supervisor or Superintendent any suspected violations of the code of ethics, such as theft, fraud, or any other dishonest act in the workplace.
  • Act in an ethical and honest manner in all business transactions of the District.
  • Maintain confidentiality of all data, files, and general employee and district financial information.
  • Safeguard against unauthorized access to assigned computer system and electronic data.

Payroll, Benefits, and Leave Management
  • Direct and manage the District's payroll process and employee benefit programs including health insurance, supplemental insurance, employee retirement investments, workers' compensation, unemployment compensation, employee leave, wellness, safety, and other benefit programs.   • Ensure that payroll processes are accurate, timely, and in compliance with federal wage and hour laws and ensure federal and state reports are submitted and maintained as required.
  • Serve as the District liaison for all employee insurance programs, assist employees with benefit options and insurance-related issues, and administer the annual open enrollment of all plans offered.
  • Administer the employee leave program in accordance with District policy.
  • Oversee the Catastrophic Sick Leave Bank and serve as the chairman of the bank board.
  • Communicate and assist employees with information related to the Teacher Retirement System.
  • Organize routine safety trainings in collaboration with the District's safety provider and issue safety equipment annually.
  • Coordinate and complete all processes related to the Affordable Care Act filing and reporting requirements.
  • Assist the Data Services Department with employee time keeping procedures and issues.
  • Prepare discrepancy reports and submit to the Teacher Retirement System to ensure proper coverage and billing for health insurance.

Accounting Management
  • Direct and manage the District's accounts payable and cash management processes.
  • Ensure all payments are timely, accounting processes are accurate and in compliance with local policies and federal regulations, and reports are submitted and maintained as required.
  • Oversee sales tax report collection from all campuses and pay sales tax quarterly.
  • Ensure the accurate tracking and reporting of vehicle usage for adjustments to employees' W-2 forms.
  • Oversee and verify the accuracy of vendor EIN information using IRS search engine for 1099 filing.

Policy, Law and Reports
  • Remain informed of state and federal laws, policies, and regulations and ensure compliance.
  • Compile, maintain, and file reports, records, and other documents as required.

Personnel Management
  • Assist in selecting, training and evaluating department staff and make sound recommendations relative to assignment, retention, discipline, and dismissal.
  • Supervise the daily work of department staff, ensure deadlines are met, and coordinate work schedules.

Professional Development
  • Provide appropriate job-related staff training and ensure cross-training within the department.
  • Develop professional skills appropriate to job assignment and actively participate in training activities and professional organizations associated with school business

Communication
  • Collaborate with the human resources staff in scheduling and administering new employee entrance sessions, substitute orientations, and employee exit sessions.
  • Collaborate with the human resources staff regarding employee compensation, leave, and other related matters and communicate with employees, as needed.
  • Maintain communication with employees, supervisors, medical professionals, and insurance providers when administering the leave and workers' compensation programs.
  • Communicate department programs to employees and to the community as needed.
  • Articulate the District's mission and goals to the community and solicit community support

Supervisory Responsibilities
  • Supervise and evaluate the performance of the accounts payable clerks, cash receipts/bank reconciliation clerk, payroll clerks, and payroll & deductions clerk.

  • Tools/Equipment Used: Standard office equipment, computer, peripherals, electronic devices
  • Posture: Prolonged sitting; moderate standing, kneeling/squatting, bending/stooping, pushing/pulling, twisting
  • Motion: Repetitive hand motions, frequent keyboarding and use of mouse, wrist flexion/extension; visual acuity; occasional driving
  • Lifting: Lifting and carrying up to 30 pounds without assistance and more than 30 pounds with assistance
  • Environment: Work in office setting; occasional work on campuses and other sites; work irregular or prolonged hours; occasional districtwide and statewide travel
  • Mental Demands: Maintain emotional control under stress, work with frequent interruptions
