Position description
The Contracts and Compliance Manager generally manages the post-award compliance processes for Esperanza United’s government and other grants and provides oversight of contracts. This body of work includes maintaining grant expense and administration policies, systems, and documentation to ensure compliance; developing and procuring contracts with subrecipients and consultants; incorporating best practices; and ensuring excellent controls. A large portion of this work will focus on national, federal grants and contracts related to those awards, including a major grant Esperanza United received from Health and Human Services, where we act as a pass-through/funder to 29 subgrantees. This position works closely with finance, development, and program staff to ensure accurate, timely, efficient, and transparent processes are in place for our grants’ life cycles.

Core responsibilities
- Provide management, leadership, and oversight on grant compliance requirements. Develop organizational practices and processes for documenting grant information and activities, including for audits
- Monitor spending across grants to ensure appropriate expense allocation, timely use of funds, and Compliance with donor’s operational and contractual requirements
- Develop and implement monitoring plans for subgrantees and assist with the development of robust internal controls to ensure compliance with all grant regulations
- Document and monitor overall grant program performance, analyze trends, highlight issues, and identify gaps
- Work with finance staff to ensure accurate tracking and recording of award expenditures and financial reports
- Monitor and report to supervisor, leadership, and programmatic staff on the effectiveness of controls in managing organization’s risk exposure
- Monitor project budget to actual expenditures and report issues encountered to program leads and finance staff
- Identify and/or anticipate issues and proactively contribute to solutions, problem-solving to enhance overall grant data collection, reporting, and impact assessment
- Prepare contracts for program staff and work with finance to ensure accurate invoicing
- Partner with staff as needed to maintain information management systems. Ensure the accuracy and integrity of our organizational-wide grants database
- Work with program staff to develop and maintain partnership agreements and MOUs pertaining to grant awards
- Work closely with finance, program/grant leads, and leadership to ensure accurate financial reporting and procedural compliance on grants and sub-awards
- Ensure the successful management of related Contracts and contractors in consultation with the Chief Financial Officer, the President & CEO, other executive officers, and project directors and managers
- Provide expertise on grant compliance and interpretation of OMB Circulars and all applicable regulations, policies, and procedures in collaboration with finance staff. Interpret applicable regulations and translate into operational policies as required
- Obtain an understanding of internal controls over the compliance requirements and related audit objectives, selected cost items, allowable and unallowable costs, and standard methodologies
- Support the capacity building of managers and others involved in grants and contract compliance
- Provide individualized training and technical support to our subgrantees in the areas of organizational capacity building and Compliance
- Work with finance staff and grants management to ensure that grants are managed properly and that federal dollars are spent in accordance with applicable laws and regulations. Provide budget related expenditures and related reports
- Actively participate in team meetings, workgroups, and organization-wide initiatives, for example, our anti-racism efforts
- Apply new learnings, approaches, and practices to core position responsibilities and activities
- Develop and/or utilize compliance tools (i.e., a compliance audit checklist) to assess and verify the organization’s adherence to government regulations and organizational policies
- Develop or contribute to the development of a compliance manual
- Perform other duties as assigned within the scope of the position and program description, as well as those reflective of your experience, education, and ability
Qualifications
Education and experience
- Undergraduate degree in business, finance, accounting, public administration, or related field
- At least three to five years’ experience with government grants administration, budgets, contracts, and/or compliance
- Documented experience in ensuring that transactions are recorded in compliance with GAAP, OMB Circulars (A-110, A-122, and A-133), federal, state, and local regulations and individual grant and contract requirements

- Ability to work with tight deadlines
- Solid knowledge of and ability to use databases and in some cases train colleagues to use them
- Proficiency in use of PC computers, Microsoft and Adobe Suites, and donor management software and systems, among others
- Ability to relate to people at all levels of an organization and model behavior consistent with Esperanza United’s vision, mission, and values
- Ability to effectively and meaningfully work in and with culturally specific community-based organizations
- Bilingual (Spanish/English) and knowledge of the Latina community and gender-based violence issues are a plus
