About the Role

Working closely with the Chief Operating Officer, Office Manager, Department Heads and Management team, the Contract and Compliance Manager will coordinate interdepartmental work related to Contracts and fiscal sponsorship managed by Aloha United Way and inform decision makers of contract requirements and potential financial and organizational risks.

Primary duties include oversight of a portfolio of fiscal sponsorship grants and service contracts, contract review and management, reporting, and document control. The Contracts and Compliance Manager will oversee the review and evaluation of Contracts and risk assessment, including, but not limited to, contracts for federal, state, and county programs, emergency relief, foundation grants, fiscal sponsorships, vendors, and partner/grantee agencies and ensure that our organization meets all compliance and audit requirements for each contract or grant-funded program. This role will hold primary responsibility for creating, reviewing, and updating agency and department level policies and procedures and occasional contract writing may be required.

Additional work may include internal and external capacity trainings, logistics and scheduling support, coordinating work to increase staff and grantee capacity, drafting and formatting policies and reports, and various operations and management support duties.

The ideal candidate will bring experience in reviewing and managing contracts or grants, strong organizational, file system, and document control skills, and very strong writing, technology, communication and relationship-building skills, plus flexibility, attention to detail, willingness to problem solve and develop or improve processes, and a commitment to excellent customer service, responsiveness, and teamwork.

Essential Duties and Responsibilities

· Oversee compliance and coordination for fiscal sponsorship Contracts and reporting

· Work with the COO to coordinate internal contractual reviews and audits, including regular HR record audits.

· Review and assess new Contracts and programs, determine compliance requirements and Compliance with federal and state laws, and inform decision-makers of regulations and risk. Ensure approval is routed through proper channels.

· Serve as liaison to external contract (non-financial) auditors, funders, and other third parties along with COO or VP of Finance.

· Proactively monitor organizational activities and agreements for compliance, including for multi-year and capital projects.

· Maintain current knowledge of compliance standards, laws and policies and provide expertise and guidance to COO and department leadership on managing contracts for compliance.

· Collaborate with all departments to collect relevant information for contract requirements while maintaining all relevant documents.

· File regulatory reports and other documentation when requested

· Coordinate implementation of monitoring standards and procedures and build strong communication channels across departments for compliance management

· Assist in researching, investigating, and documenting compliance issues, and recommend appropriate action

· Review and develop annual compliance, audit, and risk management policies, plans, and reporting processes in coordination with senior management,

· Direct staff in multiple departments on work related to compliance and ensure they are adequately supported in performing contracting, audit, and Compliance duties

· Other responsibilities as assigned to ensure organizational and contract compliance

· Performs other duties as assigned

Preferred Qualifications

Skills/Knowledge:

· Have strong knowledge and demonstrated experience in standards and best practices in Contracts and review from a legal perspective. Para-legal or other legal experience strongly preferred.

· Must be detail-oriented, organized, and methodical in review and documentation

· Strong problem-solving abilities and demonstrated ability to analyze agreements and provide solutions that balance operational needs with organizational objectives

· Ability to collaborate with different stakeholders and leaders and present relevant and objective information to decision makers

· Ability to create, implement, and train staff on organizational policies and procedures

· Strong technology proficiency, including MS Office required, and strong experience in a SharePoint, shared documents, and/or Teams working environment strongly preferred.

· Knowledge of audit, compliance and risk assessment processes and best practices

· Strong ability to communicate complex information succinctly and professionally, verbally and in writing, and provide solid documentation and control processes for Contracts and Compliance

· Ability to work and communicate effectively in a professional team environment

· Ability to organize workloads and set priorities to meet deadlines and have the knowledge to lead contract and Compliance functions with minimal supervision

Education/Experience:

· Bachelor’s Degree, preferably in law, finance, or business administration. Certified Regulatory Compliance Manager (CRCM) certification a plus. Significant demonstrated experience is considered instead of degree.

· 3+ years experience in a role directly responsible for reviewing, managing, and providing guidance on complex Contracts and reviewing contract terms for risk or compliance

· 3+ years experience reviewing and interpreting operational compliance and financial requirements

· Strong experience in reviewing and generating contracts to ensure terms are reasonable and in line with legal standards and agency understanding of proposed services, vendors, programs and terms.

· Experience interfacing with third-party auditors, government agencies, and executive level staff strongly preferred

Required Qualifications

· Must be authorized to work in the United States

· Must be able to pass a background and drug test

· Must be located in Hawaii or have pre-existing plans to be in Hawaii
