Job description

Spherion, in partnership with our State of Wisconsin Client, is recruiting a Contract Coordinator! This role is remote outside of 1 site visit per year (open to WI residents only), includes a benefits package (health, dental, vision, PTO, and paid holidays), and is a temporary contract (through September 2026 with the possibility of extension).

The Contract Administrator works in the Mental Health Section within the Bureau of Prevention Treatment and Recovery in the Division of Care and Treatment Services (DCTS). You will be responsible for contract administration and some project management for the Wisconsin 988 Suicide and Crisis Lifeline (988). Primary responsibilities include oversight and management of the various funding streams, grants, and contracts associated with 988. This involves program planning and analysis for community-based crisis programming as it relates to 988 in collaboration with the DCTS Crisis Team, and data collection and analysis about 988 trends, strengths, and gaps in service provision. This position will work closely with the DCTS Crisis Team to ensure that the statutory, clinical, and best practice priorities supported by DCTS are aligned with 988 service provisions.

For success in this role, strong qualitative and quantitative analytical skills, advanced oral and written communication skills, and the use of policy analysis techniques to complete a variety of analysis, research, development, and implementation activities are required. This position works with various internal and external partners, including Department and Division leadership and officials of other state and federal agencies, and the 988 contracted provider agency.

  • Serve as the Bureau’s lead staff for contract administration for 988, related to alignment with 988 States and Territories Cooperative Agreement Supplemental Grant
  • Manage the planning, tasks, and timelines of all 988 activities in the Bureau
  • Oversee data collection and analysis of 988 services to ensure positive outcomes. Coordinate with stakeholders, policy developers, and the DCTS Crisis Team to gather feedback and distribute information about 988 data and outcomes
  • Enhance the communications and teamwork of the Bureau
  • Other duties as assigned

Qualifications:

  • Bachelor’s degree in a related field or equivalent experience
  • Extensive professional knowledge of applicable federal regulations and state statutes regarding mental health policy development and implementation for purposes of policy analysis and subsequent development
  • Extensive professional knowledge of existing state agency Medicaid covered services and reimbursement policy for the purpose of analysis, development of recommendations, and implementation of accepted recommendations
  • Extensive knowledge of the roles/mission of Divisions within the Department of Health
  • Extensive knowledge of the contracting process, contract development, and contract management, with a special focus on performance-based contracting
  • Extensive skill in staffing meetings composed of external stakeholders and professional staff from various divisions and departments
  • Extensive knowledge of the principles and practices of planning, policy analysis, and program development
  • Skill in analyzing and presenting reports/evaluation materials to diverse groups with diverse interests, expectations, and norms of acceptability prior to full policy operationalization. Such groups may be composed of high-ranking providers, officials, or federal entities with varied interests
  • Extensive communication (oral and written which may include the tabulation and presentation of technical and complex data), skills required for articulating, resolving, and developing policy issues and current or proposed policy
  • Extensive knowledge of the legislative process
  • Extensive knowledge of the current mental health delivery system in Wisconsin
  • Extensive knowledge of state contracting techniques with counties and other providers
  • Knowledge and skill in working with a variety of stakeholders including consumers, advocates, counties, providers, clinicians, and departmental staff
  • Extensive clinical knowledge of best practices and evidence-based treatments including Assertive Community Treatment, Trauma Informed Care, cultural competency, and linguistically appropriate service delivery
  • Two years of policy experience and/or experience with Wisconsin's crisis intervention services are preferred
