Job description

Located on Alaska’s North Slope in the National Petroleum Reserve (NPR-A), the Willow project is estimated to produce 180,000 barrels of oil per day at its peak.
The economic impact of the Willow project will be sizable. According to the Bureau of Land Management (BLM) estimates, Willow could generate between $8 billion and $17 billion in new revenue for the federal government, the state of Alaska, the North Slope Borough, and local communities. The initial phase of Willow development will include a new Willow Central Processing Facility (WCF), three drill sites, pipelines, roads, bridges and supporting infrastructure.
Scope Summary
The Willow project is spread over several phases and areas.
2023 – 2025 - Detailed Design
2023 – 2024 - WOC Fabrication
2025 – 2027 - WOC North Slope Installation and Commissioning
2025 – 2027 - WCF / DS Sealift Module Fabrication
2027 – 2029 – WCF / DS North Slope Installation and Commissioning
Willow will be a greenfield design including all processing facilities, utilities, drilling equipment, camp, and power generation.
Scope Summary
The Project will require six (6) years of field construction commencing in 2023 and completing in 2028. Early construction work focused on the installation of facilities at WOC in support of Drilling, Operations and Maintenance, and Willow Permanent Camp (WPC). Later construction work focuses on process facilities at WCF and 3 drillsites.
Field construction commences in 2023 (Year 1) with the start of road construction from GMT2 West to Willow and Horizontal Direction Drilling (HDD) at the Colville River for the installation of the utility pipeline (seawater) and product pipeline (diesel). 2024 (Year 2) completes the road construction to the Willow Operations Center (WOC) and the and the installation of the utility and product pipelines connecting pipeline infrastructure from the Greater Kuparuk Area (GKA) to Alpine infrastructure. 2025 (Year 3) continues civil and pipelines and on pad facility work starts with the installation of camps and infrastructure on WOC. 2026 (Year 4) completes civil construction, continues pipeline construction, and starts facility construction on the Willow Central Facility and Drillsites. 2027 (Year 5) continues pipeline and facility construction work. 2028 (Year 6) completes pipeline and facility construction for the development.
Position Summary:
The Fabrication Lead is accountable for the planning and oversight of all off site fabrication work, excluding the major process modules. Fabricated components include; truckable modules, pipe racks, bridges, vsm’s and hsm’s, and other misc. fabricated components. The Fabrication Lead will focus on major fabrication work executed under a contract, and to a lesser degree fabricated components placed under a purchase order. The Fabrication Lead is expected to evaluate all project fabrication requirements and develop a comprehensive Fabrication plan for all offsite fabricated components. The Fabrication Lead will interface with other members of the Willow Project Team, as well as Engineering, Construction, and Logistics contractor(s) to ensure the fabrication plan is consistent with Willow Project objectives.
The Willow Fabrication Lead functionally reports to the Willow Facility Construction Lead as part of the Willow Construction Team.
Key Roles and Responsibilities:
As part of the integrated team the Fabrication Lead is responsible to:
• Manage fabrication contractors to ensure the successful execution of fabrication in alignment with the project schedule and budget.
• Provide key interface with engineering, fabrication, construction, and logistics contractors to develop the most cost effective and efficient means of performing fabrication work.
• Review and provide comments on the engineering design, specifically with regards to component design, weight, and dimensions for alignment with the transportation and fabrication plan.
• Assist in the development and/or review of project transportation and fabrication studies and scenarios to evaluate fabrication options.
• Responsible for project deliverables for all fabrication work scopes, and to ensure compliance with CPMS and other Company and external requirements
• Support the development of Willow Fabrication contract strategy.
• Develop resource plans to support off site fabrication work.
• Monitor progress, cost forecast and delivery of fabrication work scopes.
• Participate in project planning and contract strategy processes.
• Support the development of Requests for Information (RFI’s) and Requests for Proposals (RFP’s) for the selection of transportation and fabrication contractor(s).
• Evaluate transportation and fabrication contractor proposals and make recommendations for award as part of the evaluation team.
• Support the development of transportation and fabrication schedules and review contractor/vendor schedules for alignment with key project dates.
• Support the development of the project cost estimate and schedule.
• Actively promote Company knowledge sharing; apply best practices, synergies, and lessons learned from other projects and operations.
Qualification Requirements:
Basic / Required:
• Legally authorized to work in the United States
• 15+ years of fabrication experience in the oil and gas industry
Preferred:
• 10+ years of Alaska Arctic construction/fabrication experience
• 10+ years of construction/fabrication management or supervisory experience
• Previous experience with Alaska module fabrication
• Demonstrated strong technical competence; understanding of unique Alaska transportation and fabrication requirements
• Previous experience with ConocoPhillips Capital Projects Management System (CPMS)
• Strong interpersonal, written and verbal communication skills
• Demonstrated performance as part of a team working large project and interfacing with project leadership
• Strong multi-tasking skills with ability to manage multiple ongoing activities
• Demonstrated ability to work collaboratively with other disciplines and across organizational boundaries
• Listens actively and invites dialogue for shared understanding, then influences and acts to drive performance and achieve results
• Builds strong relationships based on trust and seeks collaboration across organizational boundaries to achieve goals
