The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc.  The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

PROGRAM DESCRIPTION         

The Environment, Health and Safety (EHS) programs at the Frederick National Laboratory for Cancer Research and the National Cancer Institute at Frederick provide comprehensive professional EHS services to employees working in general offices, industrial shops, experimental research laboratories, and animal care environments. Work is performed within the offices of the EHS Directorate and across the campus in various customer locations.

KEY ROLES/RESPONSIBILITIES

The Construction Safety Officer II will primarily be responsible for ensuring compliance with health and safety requirements on construction projects as defined by Company requirements, industry standards, and contract obligations.  The Safety Officer will:

  • Review Construction Safety plan and designs documents.
  • Conduct job site inspections to ensure that project activities are completed according to safety plans and industry standards.
  • Participate in the inspection and approval of completed construction work to assure quality construction and adherence to project specifications.
  • Identify safety deficiencies and track to acceptable corrective measures.
  • Collaborate with team members to ensure that health and safety requirements are incorporated effectively into project plans and activities.
  • Report and track health and safety incidents.
  • Conduct accident investigations.
  • Represent the Company in a positive and professional manner in subcontractor and team interactions.

BASIC QUALIFICATIONS

To be considered for this position, the candidate must minimally meet the following knowledge, skills, and abilities:

  • Possession of a Bachelor's degree from an accredited college or university according to the Council for Higher Education Accreditation (CHEA) (Additional qualifying experience may be substituted for the required education).  Foreign degrees must be evaluated for U.S. equivalency.
  • In addition to educational requirements, a minimum of two (2) years of related work experience.
  • Completion of OSHA 30 - Construction.
  • Knowledge and efficiency with relevant industry standards including but not limited to 29 CFR 1926, 29 CFR 1910, NFPA.
  • Experience with safety plan development and review.
  • Experience with construction site safety inspections.
  • Ability to independently coordinate and prioritize multiple tasks.
  • Proficient with Microsoft Office and web-based applications.
  • Familiarity with data entry and use of a variety of databases.
  • Attention to detail.
  • Ability to obtain and maintain a security clearance.

JOB HAZARDS

  • This position will require continuous or intermittent exposure to and exertion in environmental conditions such as working outdoors, temperature extremes, humidity extremes. etc. as part of the job.
  • This position is subject to atmospheric conditions that may require the usage of a respirator, requiring a medical clearance.
  • This position is subject to working in or have the potential to exposure to high noise levels for extended periods of time requiring medical clearance.
  • This position may be subject to working with or have potential for exposure to animal(s) and/or animal material(s).
