Job Description
• Work with the Project Manager and contractors to provide the following:
o Work with the project team to develop overall project sourcing and execution strategy.
o Work with Area Lead Construction Manager to develop and execute sourcing plan & BVOA's for project. Know and understand the sourcing plans for your projects.
o Participate in all Partner Selection Activities
o Assist with set-up and organize Project Kick-Offs & CDS Sessions as required.
o Work with Project Core Team to establish the agenda, goals and timing of sessions.
o Ensure that the development of the conceptual scope of work during the FEE (Front End Engineering) stage is fully supported.
o Work with construction vendors to document all base scope blocks during FEE that will be used as a basis for each vendors Target Value Estimate.
o Support project teams in optimizing projects by identifying and removing waste and adding value to the projects through Lean Construction practices.
o Work with the project team to develop a master schedule.
• Work closely with our customers as well as our engineering and construction partners to drive out high quality, cost effective designs that enable high value, low cost construction driving savings and shared profit for all.
• Review engineering documents, vendor information and final design EI packages as needed with the client, design engineers and others to provide constructability during all phases of the project.
• Coordinate with the appropriate trade partner supervisor to review, walk down and communicate the scope of work.
• Ensure that you fully understand the scope of work from initial conception to construction completion.
• Attend team meetings requiring your input. Examples include:
o Pre-bid meetings
o Bid-award meetings
o Project Daily Huddles
o Project Weekly Execution Meetings
o Target Value Design Reviews
• Work with contractors and the Project Manager determine the estimate structure requirements for your projects
• Develop and validate all cost estimates to ensure all scope is represented, cost accounted for & grouping is accurate prior to it being considered final.
• Participate in estimate reviews and provide construction input to each line item in the cost estimates
• Ensure you are familiar with the final estimate that will provide the budget in the project tracker
• Lead and support project teams in the identification of changes in scope or unexpected field conditions and ensuring proper change management is supported and followed.
• Understand & Participate in Last Planner scheduling
• Work with the project team to develop the QA/QC (Quality Assurance/Quality Control) plan and verify on-going monitoring.
• Support organization of the projects Win/Loss Metrics & insure they are documented in Storks O.C.S. (Operations Control System) with support from the assigned Project Program Manager or Area Lead Construction Manager.
• Stay informed of engineering documents, vendor information and final design deliverables as needed from the client, design engineers and construction during all phases of the project.
• During construction, the Area Lead Construction Manager is accountable to lead weekly execution meeting activities but may require support from Construction Planners as schedule or staffing needs require.
• Work with the project execution team to maintain accurate schedules using the Last Planner System.
• Participate in and Lead Daily Huddles as required.
• Develop construction turn over (CTO) packages.
• Participate in Project Closing Debriefs with Client & Trade Partners if requested/required.
Basic Job Requirements
• Accredited four (4) year degree or global equivalent in applicable field of study and eight (8) years of work-related experience or a combination of education and directly related experience equal to twelve (12) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner
Preferred Qualifications
• Excellent oral and written communication skills
• Ability to write reports, business correspondence and procedure manuals
• Ability to effectively present information and respond to questions from groups of managers, clients, customer, and the general public
Other Job Requirements
• Support the on-boarding of new hires on systems and required work with-in Site Programs.
• Support the sites Innovation Culture in collaboration with all other functional site leads (IC&M/Procurement/Project Controls/Safety/Operations). This will include but not be limited to:
• Promote the gathering of Site Innovations so they may be documented and entered in O.C.S. and updated in the Sites On-going Innovation Report.
• Support driving our Innovation Culture in the field through observation / feedback programs with craft
• Support any identified test pilots or methods associated with proposed field innovations
• Support Site Updates: Examples of these sessions could be but are not limited to:
• IC&M Trade Partner Steering Team
• Site Construction Bootcamps
• Client Leadership Program Reviews
• Daily Risk Assessment Huddle
• Provide construction interface with plant personnel to develop downtimes and construction work areas
• Promote the importance of safety.
• Monitor the work in the field. Make frequent daily walks in the field to review, monitor, and evaluate the contractor's progress, performance, quality and compliance to the site safety rules, specific requirements, and procedures.
• Approve T&M timesheets. Verify that the work was performed that day and ensure contractors are using the correct WBS numbers. Timesheets used by all contractors are to be the Site Standard Timesheet or previously approved documents.
• Maintain a good set of project files and keep all documentation stored with-in the sites established document control process.
• Keep work area clean, neat and organized. Adhere to zone ownership rules.
• Adhere to site security policies.
• Adhere to site standards and policies.
• 5 years of Refinery Experience
