CIVIL SERVICE TITLE: Assistant Director of Maintenance Services
REPORTS TO: Library Director
SALARY EXPECTATION: $90,000 – $95,000 per year
FULL TIME: 35 hours/week. May be required to work evenings and weekends as needed.

ABOUT THE POSITION
The JCFPL is seeking a highly skilled and experienced leader to oversee all aspects of Library facilities construction and Capital Projects, as well as facility maintenance.
With the oversight of the Library Director, the Construction & Capital Projects Manager will be responsible for managing the capital bid process, construction project management, and overseeing building maintenance activities. This role is crucial in ensuring that projects are completed on time, within budget, and daily maintenance is performed at the highest quality standards to provide Welcoming Spaces for Library patrons and staff. The Library is undergoing a great deal of expansion; the Construction & Capital Projects Manager will take on a wide-ranging portfolio of Capital Projects at various stages of progress.
The ideal candidate will have a facility with and enthusiasm for capital management principles, methods, and tools; a willingness to learn and grow as a member of a team; an energetic approach to managing a rapidly growing physical plant; courtesy, flexibility and a sense of humor.

Specific Job Duties:
- Project Oversight: Lead the planning, coordination, and execution of construction and Capital Projects from inception to completion. This includes developing project scopes, timelines, and budgets, as well as monitoring progress and resolving any issues that arise.
- Bid Process Management: Manage the bidding process for construction projects, including soliciting bids from contractors, evaluating proposals, and making recommendations for vendor selection. Negotiate contracts and ensure compliance with all relevant regulations and requirements.
- Project Management: Coordinate all aspects of project management, including resource allocation, scheduling, and risk management. Collaborate with internal teams and external stakeholders to ensure smooth project execution and timely delivery.
- Facility Maintenance: Oversee the maintenance of all library buildings and facilities, including routine inspections, repairs, and upgrades. Develop and implement preventive maintenance programs to ensure the long-term integrity and functionality of library buildings and interiors.
- Budgeting and Cost Control: Develop and manage project budgets, ensuring that expenditures are within approved limits. Identify cost-saving opportunities and implement strategies to optimize project efficiency and resource utilization.
- Quality Assurance: Implement quality control measures to ensure that all construction and maintenance work meets industry standards and regulatory requirements. Conduct regular inspections and audits to assess workmanship and identify areas for improvement.
- Risk Management: Identify potential risks and hazards associated with construction projects and building maintenance activities. Develop mitigation strategies and contingency plans to minimize disruptions and ensure the safety of library staff and the public.
- Reporting and Documentation: Maintain accurate records of project activities, including contracts, invoices, and correspondence. Prepare regular progress reports and presentations for management review, highlighting key achievements, challenges, and areas for improvement.
Required Knowledge and Abilities:
- Proven experience in construction project management, including four (4) years of supervisory experience in work involving the repair and construction of buildings at a large facility.
- Broad range of knowledge of construction methods, building codes, and regulations.
- Excellent leadership and communication skills, with the ability to effectively manage cross-functional teams and build positive relationships.
- Proficiency in project management software and tools (e.g., MS Project, Primavera, Procore).
- Solid understanding of budgeting, cost estimating, and financial analysis.
- Demonstrated ability to prioritize tasks effectively and make decisions under pressure.
- Critical thinking, systems thinking, and problem-solving skills.
- Knowledge of and ability to apply the principles, practices, and methods of outcome-oriented goal-setting.
Preferred Skills and Experience:
- Bachelor's degree in Construction Management, Engineering, or a related field. Master's degree preferred.
- Certification in project management (e.g., PMP).
- Basic experience or greater with Microsoft Office 365.
- Knowledge of Jersey City’s population, geography, and/or local government.
- Facility in a non-English language spoken in Jersey City (such as Spanish, Hindi, Arabic, Gujarati, Tagalog).
