Job description

The Security Services Department’s overall mission is to identify and counter security threats to the MIT Lincoln Laboratory’s mission of development of game-changing technology in support of National Security, including guarding against compromise by foreign intelligence agencies and insider threats. To accomplish this mission, this department formulates and implements policies, plans, and actions designed to protect facilities against threats of vandalism, accidental destruction, and sabotage; and safeguards personnel, classified and unclassified information systems, personal identifiable information, property, and other assets from exploitation and recruitment by foreign intelligence agencies.

What will you do?

The Cybersecurity Manager (COMSEC Lead) provides leadership, management, and direction to ensure effective execution of the Laboratory’s Communications Security program. The candidate will be the primary focal point and supervisor for a team of COMSEC representatives and Responsible Officers.
The Cybersecurity Manager is responsible for closely monitoring and overseeing the application of security principles and policies, to include CNSSI 4000 series and various NSA/CSS and customer instructions and directives. Responsibilities include the daily oversight, close supervision, and work direction of the team, as well as providing superior customer assistance to Laboratory stakeholders. This position requires technical knowledge of COMSEC principles and practices in order to manage a comprehensive program servicing a complex and diverse enterprise.
The selected candidate will closely monitor and oversee account and key management activities, ensuring Controlled Cryptographic Item (CCIs) and key material are operated, maintained, and disposed of appropriately. This position is directly accountable for the execution of inventories and compliance audits, as well as managing corrective actions to address vulnerabilities and discrepancies in a timely manner.  
Additional responsibilities include participating in digital enterprise transformation initiatives, internal and external governance groups, and overseeing the COMSEC education, awareness, and training program at-large, including the implementation of the continuous monitoring program. The manager also directly conducts prospective candidate screening, interviewing, and hiring actions, as well as performs other supervisory and human capital-related duties for the COMSEC Team.

What you need/Requirements:

DoD 8570 IAT Level II Baseline Certification
* Bachelor's degree in Computer Science, Information Technology, Computer Information Systems, or related discipline with a minimum of ten (10) years’ experience working in the COMSEC field, preferably within Special Access and Sensitive Compartmented Information Programs
* NSA’s IAEC-2112 COMSEC manager course and KMI CI-2 Certificate of Management Client Operator (MGC)
* Minimum of seven (7) years’ leadership and supervisory experience in a DoD or Industrial Security environment, with demonstrated process maturity outcomes.
* Technical experience and skills, course work completed toward a degree, and industry IT certifications may be considered substitutes for education requirements
* Demonstrated knowledge and experience with the National Industrial Security Program with detailed understanding of DoD SAP/SCI Community and Intelligence Community requirements and directives 
* Demonstrated technical experience and skills securing and configuring In-line Network Encryptors (INE) 
* Strong knowledge of the COMSEC Material Control System (CMCS) and key management systems such as Key Management Infrastructure (KMI) and Electronic Key Management System (EKMS)
* Demonstrated experience leading cross-functional teams and presenting ideas written and verbally within a collaborative team environment
* Strong organizational skills and the ability to work and establish priorities under pressure in a self-directed, multi-tasking, fast-paced work environment 
* Understands value of finding new ideas and approaches and acting on them; strives to create value in new ways as an “outside the box” solution-oriented thinker
* The selected candidate will be subject to a pre-employment background investigation and must possess a current in scope Top Secret security clearance with compartmented program eligibility
