This is a full time position that reports directly to the Corporate Compliance Manager. This position is responsible for the overall HUD Section 8, LIHTC Section 42, and Rural Development compliance of each project. This position is responsible for resident files, HAP submissions, resident certifications, resident files, and enforcement of agency regulations. We are looking for an individual who possess excellent analytical, verbal and written communication skills; is comfortable completing multiple tasks under fixed time constraints and deadlines; has the ability to self-motivate and work with minimal direction to complete complex tasks; is exceptional at time management, organizational and prioritization skills; has strong decision making and problem solving skills, able to work independently or in a team environment, and is proficient in Microsoft Office.

Education: High School degree or equivalent
Experience: Preferred 2 years of administrative experience and/or training in affordable housing.

Requirements
ESSENTIAL JOB FUNCTIONS/RESPONSIBILITIES:
  • Maintain resident files to comply with appropriate affordable housing regulations.
  • Audit eligibility paperwork provided by Resident Manager and ensure paperwork is compliant. Once paperwork is deemed compliant Compliance Specialist will produce the necessary resident certifications for the program types on the properties.
  • Work with Corporate Compliance Manager in on-going training of Resident Managers.
  • Required to respond to agency correspondence in a timely and professional manner.
  • Ensure enforcement of the agency regulations
  • Communicate with the Corporate Compliance Manager and Regional Property manager regarding property issues
  • Monitor EIV issues through completion
  • Process move-out paperwork
  • Update software necessary to the position
  • Prepare and submit HAP vouchers for subsidy payments as well as make any corrections to the HAP submissions as necessary
  • Prepare lease packets for new properties
  • Audit files and re-organize for new properties
  • Assist with data entry for new properties
  • Create necessary ledger adjustments

Physical: Frequently required to perform moderately difficult manipulative tasks such as typing, writing, etc. Must be able to walk, stand, and sit for extended periods.
Sensory: Frequently required to read documents, written and financial reports, and plans. Must be able to distinguish normal sounds with some background noise, as in accepting phone calls, interacting with staff, etc. Must be able to speak clearly and understand/be understood using the English language.
Cognitive: Frequently required to concentrate on intense detail with constant interruption. Must be able to attend to a task/function for 1 hour or more. Frequently required to understand and relate to specific ideas, several at a time. Must be able to remember multiple tasks/assignments given to self and others over a period of several days.
Environmental Conditions: Frequent exposure to seasonal conditions in outside weather. Occasional exposure to toxins and poisonous substances, dust, and loud noises.
Equipment: Frequently required to use a computer, phone, copier, and fax machine.
