Job Summary

The Compliance & Quality Manager provides leadership and expertise to ensure the delivery of safe, high-quality services to our clients, while maintaining compliance with our contract, grants, and funder requirements. This position directs the work of professional and support staff and provides technical expertise to management and other staff within the various programs.

This position is designed to assist with the oversight of the Share's Compliance and Quality program, including comprehensive compliance, quality assurance, and records management for our contract/ grant funded programs. This individual will conduct a range of activities designed to ensure that Share is in compliance with all applicable regulations and funder requirements. This will be accomplished through audits, ongoing review of regulatory/ requirements, staff education, and follow-up, to create organizational systems that will enhance compliance.

Additionally, this position ensures Share maintains compliance with contracts, grants, and funding requirements and regulations. Where programs fail to meet quality standards and requirements, the Compliance and Quality team is responsible for documenting corrective action plans, ensuring implementation of the plan(s) and documenting the progress.

Major Duties and Responsibilities
  • Oversees a companywide quality improvement program inclusive of all funded programs, develops and maintains a written quality improvement plan and annual evaluation of the plan's effectiveness.
  • Develops, reviews, and recommends policies and practices to comply with all funder regulations pertaining to privacy, safety, records management and related areas; revises existing policies to ensure compliance with all applicable laws.
  • Monitors compliance standards as defined by HIPAA (Health Insurance Portability and Accountability Act); coordinates all aspects of implementation including privacy, security, and training; serves as Share's HIPAA Compliance and Privacy Officer.
  • Develops and maintains business relationships with representatives of key contracting funders and ancillary service providers.
  • Reviews or oversees the review of contracts for compliance with privacy and other regulations and to minimize exposure to risk; develops criteria for reviewing contracts and oversees contract monitoring activities to ensure ongoing compliance.
  • Organizes, conducts, and directs quality assurance audits of various programs in accordance with standards and protocols; prepares or directs the preparation of audit reports and plans for corrective action; coordinates external audits and reviews.
  • Leads improvement teams through the Plan-Do-Study-Act cycle and reports on outcomes.
  • Oversees a company compliance program, develops and maintains a written company compliance plan and annual evaluation of the plan's effectiveness; ensures that all required elements of a compliance program are addressed.
  • Supervises, assigns, directs and reviews the work of assigned professional and support staff; participates in the selection of staff and other personnel decisions.
  • May work on a wide variety of special projects as assigned.
  • Develops and maintains policies and procedures related to the company compliance program.
  • Develops and oversees processes for internal incident reporting.
  • Reviews incident reports and conducts follow-up investigations as warranted.
Knowledge, Skills and Abilities
  • Principles and practices of quality management, quality assurance and industry quality standards and processes.
  • Knowledge of best practices in the field of serving those experiencing homelessness and hunger.
  • Extensive knowledge of grant and contract requirements (Federal, State, Local).
  • Strong knowledge of CQI tools and techniques, and experience leading performance/quality improvement projects.
  • Experience in creating policy & procedures for new program implementation.
  • Proficient in policy creation, including creating team buy-in.
  • Demonstrated leadership skills.
  • Analyzing complex problems relating to quality management, evaluating alternatives, and recommending effective courses of action.
  • Excellent communication skills.
  • Ability to manage multiple competing deadlines.
  • Computer Skills and knowledge of applicable software programs
  • Demonstrated skills in interacting successfully with all levels of staff.
  • Collecting, evaluating and interpreting narrative and statistical data.
  • Understanding, interpreting and applying laws and regulations.
  • Preparing clear and concise reports, correspondence, and other written records.
  • Establishing and maintaining effective working relations with those contacted in the course of work.
Minimum Qualifications
  • Training and experience for this position are typically equivalent to a bachelor's degree and two (2) to four (4) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 4-6 years of qualifying training and/or experience).
  • Experience in oversight of government contract requirements.
  • Experience in creating policy & procedures for new program implementation.
  • Planning, directing, and reviewing the work of assigned staff.
  • Exercising sound independent judgment within established policy/ practice guidelines.
  • Demonstrated ability to conduct and report on audits.
  • Experience and ability to work with diverse communities.
  • Exhibit the ability to work as a collaborative and productive part of a team.
