Job description

Duties and Responsibilities

  • Under the supervision of the Director of MassUCP/DBE Certification Program, investigators will be required to prepare reports on every certification/application with recommendations to either certify or deny applicants.
  • Schedule and perform site visits at various locations such as offices, private homes, and construction sites.
  • Review and analyze documentation such as tax returns and personal financial statements.
  • Review all business documentation, such as meeting minutes, stock certificates and licenses.
  • Communicate to Director when cases are delayed due to lack of documentation and information.
  • Perform related duties and projects as assigned by the Director.
  • Attend hearings, work with legal counsel on writing reports.
  • Attend trainings as required or assigned by the Director.
  • Submit weekly recommendations to certify or deny applicants to the certification committee.
  • Perform other duties as required.

  • Deadline driven self-starter with proven ability to work under pressure.
  • Attention to detail is required.
  • Independent thinking skills are essential along with proven interviewing, investigative and interpersonal skills.
  • Proven ability to independently research information.
  • Excellent organizational and writing skills.
  • Demonstrated ability to communicate and interact well with applicants.
  • Demonstrated ability to work in a high-profile, high-pressure environment effectively.
  • Demonstrated proficiency in Microsoft Office Suite or comparable applications i.e., Word, Excel, PowerPoint, Outlook and Vizio.
  • Excellent organizational and time management skills.

Qualifications Acquired on Job

  • Working knowledge of the Federal Regulations 49 part 26 for certification of Disadvantaged Business Enterprises.
  • Review applications submitted from businesses seeking DBE certification.
  • Manage and prioritize case load effectively.
  • Ability to interpret and apply rules and regulations.
  • Attend DBE trainings and seminars as required.
  • Ability to interact with out of state certifying agents, to obtain information on businesses apply for certification in MA.
  • Working knowledge of the North American Industry Classification Systems (NAICS codes).
  • Knowledge of the Business Size standard(s).
  • Ability to calculate and process personal net worth statements.

Preferred Qualifications

  • Strong communication (oral and written) and interpersonal skills.
  • Ability to work independently as well as within a team.
  • Good organizational skills needed to manage a high volume of cases.
  • Honest and ethical with a high level of confidentiality and integrity.
  • Experience with database entry.
  • Ability to gather necessary financial and business structure information.
  • Ability to give written and oral instructions.

Applicants must have at least (A) three years of full-time, or equivalent part-time, experience in investigatory or law enforcement work, or (B) any equivalent combination of the required experience and the substitutions below.

An Associate’s or higher degree may be substituted for the required experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
