Job description

The Board of Pharmacy is recruiting in Alameda, Contra Costa, Fresno, Marin, Merced, Monterey, Napa, Sacramento, San Benito, San Joaquin, San Mateo, Santa Clara, Santa Cruz, Solano, Sonoma, Stanislaus, and Yolo County for a permanent, full-time, Inspector on the Compliance Team.
Under general direction of the Board of Pharmacy's (Board) Supervising Inspector (SI), the Inspector investigates and inspects board-licensed entities and applicants for licensure in connection with the enforcement of the provisions of the laws and regulations governing the practice of pharmacy. The Inspector travels statewide, and occasionally out of state, to investigate complaints, inspect licensed premises, serve as an expert witness, and monitor probationers. The Inspector also provides consultation and education to licensees, consumers, governmental agencies and others on a variety of laws and regulations related to the dispensing of prescription drugs and devices, drug diversion, practice issues and other matters concerning the practice of pharmacy.

Working Conditions
The Inspector normally works an average of 40 hours per week from a home office with artificial light and temperature control. Daily hours of work can be variable, dependent on the business hours of a licensed premises and the work that needs to be completed. Inherent in the job is the responsibility and expectation that work weeks of longer duration may be necessary. The ability to use a personal laptop computer on a daily basis is essential, as is daily use of a telephone and a fax machine. The position requires extensive travel, driving a vehicle frequently, if not daily, for variable times and distances. The position also requires occasional travel by air to the headquarters office in Sacramento or elsewhere within the state and occasional out of state travel. The position requires occasional reaching, grasping, bending and stooping to retrieve records and/ or pharmaceuticals from high or low shelves when conducting an inspection or investigation. The position requires occasional lifting and carrying up to 45 pounds and occasional standing, walking, climbing, sometimes in inclement weather. The position requires occasional sitting or standing for long periods of time.

Criminal Offender Record Information (CORI)
Title 11, section 703(d) of the California Code of Regulations requires criminal record checks of all personnel who have access to Criminal Offender Record Information (CORI). Pursuant to this requirement, applicants in this position will be required to submit fingerprints to the Department of Justice and be cleared before hiring. In accordance to DCA's CORI procedures, clearance shall be maintained while employed in a CORI-designated position. Additionally, the position routinely works with sensitive and confidential issues and/or materials and is expected to maintain the privacy and confidentiality of documents and topics pertaining to individuals or to sensitive program matters at all times.
Conflict of Interest (COI)
This position is subject to Title 16, section 3830 of the California Code of Regulations, the Department of Consumer Affairs' Conflict of Interest Regulations. The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1st, and within 30 days of leaving office.
Applicants must hold an active California pharmacist license in good standing and have a valid California drivers license in good standing. Prior to being hired a medical clearance will also be required.

The Board is seeking candidates who possess good communication skills, both written and verbal; use good judgment in decision-making; exercises creativity, resourcefulness and flexibility in problem identification and resolution; manage their time and resources effectively, be able to work cooperatively with others as a member of a team, or task force and be responsive to management needs and have good attendance. The Inspector must be able to make and keep accurate and complete records and accurately document, retrieve and maintain exhibits and evidence according to board policies.
Additionally, the Inspector must be self-directed and able to manage their workload with minimal oversight to produce required work product within required time constraints. The Inspector must maintain a working knowledge of the various laws, rules and regulations specific to the practice of pharmacy including but not limited to the Business and Professions Code, the Health and Safety Code, the California Code of Regulations and the Code of Federal Regulations. The inspector must have comprehensive knowledge of interview techniques and have the knowledge and demeanor to testify effectively in administrative and criminal hearings. The Inspector must also keep abreast of emerging issues of pharmaceutical practice.
The Inspector is required to attend specific statewide meetings; staff and team meetings and participate in workshops, seminars and training sessions. The Inspector is required to travel as directed to accomplish the primary responsibilities of investigating complaints and inspecting licensed premises.
