ABOUT THE POSITION:
This recruitment is being conducted to establish an eligible list which be used to fill the current Environmental Compliance Inspector (ECI) II vacancy and may be used to fill future ECI II vacancies.
Under general supervision, an Environmental Compliance Inspector II enforces local, state and federal standards for discharges into the wastewater and storm water systems by inspecting commercial businesses and obtaining water samples to determine requirements and compliance with discharge permits. This classification is distinguished from the Environmental Compliance Inspector III classification as the latter inspects and enforces compliance for all applicable federal, state and local regulations involving both commercial and industrial discharges to the sanitary sewer system, and from the Environmental Compliance Inspector I in that the latter classification conducts the sampling program and performs basic inspection, permitting and enforcement.
THE IDEAL CANDIDATE:
The ideal candidate for ECI II is motivated, eager to learn, has excellent work ethics and customer service skills. Attention to detail and the ability to intelligently follow instructions are key skills. The ideal candidate will also be familiar with and have the ability to, collect samples in the field, read water meters, use wastewater monitoring equipment, maintain accurate data and keep detailed records, work effectively alone or as part of a group and in a team based organization, follow instructions and procedures including safety compliance, convey technical information to supervisory and Environmental Compliance personnel, establish and maintain cooperative working relationships and deal tactfully and effectively with those contacted in the course of work, speak and write clearly, concisely and effectively, read and interpret complex technical documents and instructions, and use computerized software programs including word processing, spreadsheet and database applications.
In addition, the ideal candidate for ECI II will have experience inspecting nonresidential business facilities, food service establishments and dental offices, for compliance with permissible sanitary sewer and storm water discharge requirements, making detailed observations of the facility during inspections and tracking the observations by taking notes, entering data and written comments into the inspection tracking program, tracking permit applications and issuing permits to businesses, handing out pollution prevention material, issuing noncompliance written enforcement actions in the field, and will be a clear communicator with business representatives.

Examples of Duties and Responsibilities
Essential Duties:
The following duties are considered essential for this job classification:
  • Participate in the Environmental Services sampling team for water, wasterwater and stormwater events;
  • participate in sampling and sampler maintenance in Environmental Compliance;
  • conduct a variety of chemical and biological field tests;
  • evaluate commercial businesses work flows and wastewater discharges to determine Nonresidential discharger classifications and permit requirements;
  • prepare and issue Non-Residential Wastewater Discharge Permits;
  • inspect commercial facilities to determine compliance with local, state and federal standards, ordinances, regulations and laws;
  • keep inspection records and documents current;
  • enforce permit requirements using Corrective Action Notices and Notices of Violation,
  • interpret and implement Title 15 of the Santa Rosa City Code (Sewers) and the sewer codes of the regional system partners;
  • assist in responses to wastewater and storm water incidents as required;
  • respond to complaints relevant to commercial wastewater and stormwater problems;
  • conduct investigations to provide support for legal action in response to permit non-compliance;
  • participate in creation of Pollution Prevention Programs and outreach materials
Additional Duties:
In addition to the duties listed in the Essential Duties Section, each employee in this classification may perform the following duties. Any single position may not be assigned all duties listed below, nor do the examples cover all duties which may be assigned.
  • Participate in the preparation of technical reports for the State Water Quality Control Board and the Environmental Protection Agency;
  • prepare compliance letters to wastewater dischargers;
  • maintain and update Commercial Questionnaire and Permit file;
  • prepare and conduct presentations to commercial users and the general public;
  • and perform related duties as assigned.

Required Qualifications
Knowledge of: Applicable local, state, and federal ordinances, standards and laws; chemistry and biology as they relate to Environmental Compliance enforcement; principles of the operation and maintenance of wastewater treatment facilities; chemicals and their safe use; wastewater testing equipment and procedures; commercial wastewater, storm water and sampling techniques.
Ability to: Effectively communicate clearly and concisely, orally and in writing; maintain harmonious working relationships with those contacted in the course of business; work effectively in a team based organization; prepare and maintain correspondence and reports; learn basic hydraulic and environmental engineering concepts; read engineering drawings; interpret rules, regulations and laws relating to Environmental Compliance; comprehend and make inferences from written material; enter data into a computer terminal or PC device; conduct required sampling programs and laboratory tests; enforce regulations with tact, firmness and consistency.
Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience - Sufficient experience in Environmental Compliance inspection or related field to demonstrate possession of the above knowledge and abilities; Education - Equivalent to a two year degree of Environmental Studies or related field including course work in chemistry, biology, wastewater treatment, or a related science course work. Sacramento State Pretreatment Facility Inspector course or other course work approved by the Utilities Department within two years.
Additional Information
Incumbents assigned to this classification communicate with commercial users orally, face to face and using a telephone. Work is performed indoors in an office setting and outdoors in a verity of weather conditions. In the office, incumbents enter data or information into and retrieve it from a computer terminal, PC or other keyboard device when performing such tasks as tracking laboratory data and updating quarterly EPA reports. During site visits, incumbents walk over uneven or rough surfaces while setting sampling equipment, and lift and carry a full sampler weighing up to 75 pounds unassisted for short distances. Analyses of discharges can require differentiating between colors on a strip chart or in solution. During site inspections, inspectors may use and draw maps, graphic schematics, or blueprints of site layouts; inspectors also examine written records in order to determine compliance with regulations.
