We Are Seeking
Gilbert has an exciting opportunity for a Community Resources Program Supervisor. The Community Resources Program Supervisor manages, develops, and administers federally funded housing and community development programs and services utilizing the Town's Community Block Grant (CDBG) and HOME Investment Partnerships (HOME) funds. Coordinates ending homelessness services though town, county, state and local partnerships. This position also manages, develops, coordinates, and administers the gaming grant processes; online Town store which includes developing revenue opportunities for the program and is facility liaison to the Heritage Center.

  • Bachelor's degree in Business or Public Administration, Social or Human Services, Urban Planning, or Contract Administration;
  • Two (2) years of experience in Community Development Block grants, Home Investment Partnership (HOME) grants and federal funds management ( preferred);
  • Public sector experience in the area of human relations and human services programs; project coordination and/or contract administration;
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work;
  • Valid Arizona Driver License.
This position is an At-Will position and is FLSA Exempt - ineligible for overtime compensation.
This position is scheduled Mon- Thu, from 7 am- 6 pm, and is classified as ''hybrid", meaning at least two days per week on-site. Modified work privileges are approved at the sole discretion of the department director; as such, the department reserves the right to modify or discontinue modified work arrangements at any point.
Regardless of work location (Remote, On-Site, or Hybrid) Town of Gilbert employees are required to reside in the state of Arizona by the hire date.
About You
The Ideal candidates for the position will be skilled at developing strong, productive working relationships with co-workers, the public and grant applicants; viewed as collaborators, not regulators. They will be fluent and highly proficient in "HUD language" and issues, with the specific ability to effectively prepare and deliver information, communications and agenda items to Town Council, management and key stakeholder meetings. They will be team-oriented, open-minded communicators, with a self-starter work style and high ethical standards.
Duties for this position may include, but are not limited to, the following:
  • Enter data and information into IDIS HUD software system to prepare CDBG five-year consolidated plan, annual action plan and CAPER. Implement community outreach including developing newspaper publications, conducting public hearings, updating website and requesting social media posts;
  • Contract management of federal funded projects to ensure compliance with Davis Bacon, CDBG, Section 3, etc.;
  • Prepare IGA and contracts for use of HOME funds. Contract management to ensure compliance with all required HUD regulations. Submission of all required reports;
  • Prepare reports and documents necessary to remain in compliance with the requirements of various grant programs-includes SF425, Section 3, Semi-Annual Labor standards Report;
  • Act as a point person on issues related to homelessness issues, including working with Town Council, Town Leadership and coordinating with Digital Government to respond to media requests, working with and presenting to community groups.
  • Coordinates and conducts interdepartmental homelessness team;
  • Coordinate process and submit gaming grant applications for outside organizations;
  • Participate in regional meetings and programs addressing the provision of Human services;
  • Make verbal and written presentations to the general public, other Town employees, Town council, and non-profit agencies;
  • Manage the non-profit grant funding allocation process and monitor all awarded contracts for compliance;
  • Develop resource information for community including management of 10 website pages, community resource card and community resource manual;
  • Oversee budget and financial processes for all programs. Request reimbursement from HUD in IDIS for CDBG and HOME expenditures. Develop and prepare annual budget for CDBG/HOME, HRC, Non-Profits grant program, and Heritage Center;
  • Supervise, direct and evaluate the work of assigned staff;
  • Serve as staff liaison to MAG Human Services Technical Committee, HOME consortium and other related groups;
  • Mange online Town store;
  • Other duties as assigned.
