NOTE: This position will work in areas such as the Statewide Health Improvement Partnership, Substance Abuse Prevention and Intervention, and Child and Teen Checkups program. Work hours may occur on evenings and weekends.
Position Summary
Promotes individual and population health through the development, implementation and evaluation of health promotion and education initiatives and health behavior- change programs in a variety of settings for the diverse populations of Benton County.

Essential Functions

A. Informs, educates, and empowers the public regarding public health issues of local importance utilizing appropriate communication and educational methods for targeted individuals adapted to age, and diverse cultural, socioeconomic, educational, racial, and ethnic backgrounds, sexual orientations, lifestyles, and physical abilities.
B. Participates in community engagement.
B.1. Establishes, leads, and maintains community partnerships, multidisciplinary and/or interagency teams and/or key stakeholders.
B.2. Maintains social media pages, employee blog, and submits press releases.
C. Collaborates in the development, implementation, evaluation and communication of public health initiatives and programs.
D. Participates in grant processes; application, objectives and work plans, implementation, outcome evaluation, tracking and reporting relative to designated program areas.
E. Participates in the collection and interpretation of data to determine current health status concerns, imminent risks, and readiness of the population as it relates to public health issues.
E.1. Develops reports and info graphics to share public health data.
F. Participates in organizational capacity building and training activities to advance public health competencies.
G. Facilitates car seat checks, education, and distributions.
H. Plans, writes, and exercises public health emergency preparedness plans and participates in state and local emergency preparedness activities.
I. Responsible for using quality improvement (QI) and performance management (PM) processes and/or techniques to improve effectiveness of public health programs.
Additional FunctionsA. Attend trainings as needed.
B. Responsible for own professional growth and development by pursuing education, participating in professional committees and work groups and contributing to a work environment where continual improvements in practice are pursued.
C. Performs other duties as assigned or apparent.
Minimum Qualifications - Training and Experience Required

A. Bachelor's degree in health education, Community Health, nursing or other directly related field; or
B. Equivalent combination of education and experience.
Preferred QualificationsA. Three years of experience health education, Community Health, nursing or other directly related field.Conditions of EmploymentA. Must possess a valid driver's license and be able to drive in the state of Minnesota.
B. Must successfully complete a background check.
C. Obtain and maintain certifications and licensures.
C.1. Within six-months of hire:
C.1.1. Designated National Incident Management System (NIMS) certification.
C.2. Within two-years of hire:
C.2.1. Child Passenger Safety Technician Training
D. Ability to travel within your daily work assignment.
E. Ability to travel within Minnesota, including extended overnight stays.
F. Ability to work extended, evening and weekend hours as needed.
G. Must comply with organizational and departmental policies.
H. Performs physical/mental demands of the work environment requirements for this position.
I. Attendance during regularly scheduled work hours, and outside regular hours as necessary.
J. Effective and respectful communication and interactions with other employees, supervisors, individuals from other organizations, and citizen customers.
K. Must comply with data practices policies and standards relative to private data. Any access to private data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data is being accessed, employee should take reasonable measures to ensure the private data is not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the private data must be properly stored according to county policies and the Minnesota Statutes.

A. Knowledge of Federal and State laws and regulations relating to public health programs.
B. Ability to perform effectively in environments with workload changes and competing demands.
C. The ability to communicate effectively, orally and in writing, and have strong positive public relations skills.
D. The ability to establish and maintain effective working relationships with others.
E. Ability to administer operating rules and procedures under management guidance.
F. Ability to use considerable analytical ability to select, evaluate and interpret data from several sources; interpretation of guidelines, policies and procedures is required.
G. Ability to maintain communication with outside and inside contacts on matters requiring cooperation, explanation, and persuasion.
Physical Demands & Working ConditionsA. Work is performed in the office and in the community. Headaches, eyestrain, carpal tunnel syndrome, and related occupational hazards associated with computer work reflect the most common potential for injury.
B. Ability to exert light physical effort in sedentary to light work, may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).
C. May encounter verbal abuse and threats from hostile and frustrated clients.
D. Community sites may subject worker to communicable diseases, insects and other disease vectors, toxins, hazardous materials, chemicals, and animals.
E. This position is exposed to mental effort and stress.
F. This position frequently performs work under moderate attention to detail and deadlines.Hours of WorkA. Monday - Friday 8 a.m. - 4:30 p.m.Equipment UtilizedA.
