Job description

The hiring range for this opportunity is $92,000-$130,000 annually along with incentive opportunities, creating a competitive total compensation package based on our pay scale, and may be modified by location and is commensurate with qualifications and experience.
POSITION SUMMARY
Under the direction of the Director of Community Development, the Community Development Officer is responsible for cultivating and maintaining meaningful community partnerships as a representative of the Bank and its Community Reinvestment Act (CRA) Program. Even more important is the incumbent's ability to drive engagement internally with employees to participate in CRA eligible service hours, providing education and sales leads to lenders, and assisting with the identification of appropriate CRA eligible investment, lending, and service opportunities. Success is measured by the demonstrated level of engagement, and investment, lending, and service performance within the assigned geographic areas. (San Francisco Bay area, Greater Sacramento area, and our other Northern California markets).
MAJOR RESPONSIBILITIES
•Responsible for outreach to community groups engaged in community services, economic development, affordable housing, and revitalization efforts. Engagement will focus on understanding the financial and volunteer needs of the organizations and working in coordination with senior managers to establish what Bank assistance will be provided.
•Develop and maintain strong working relationships with internal team members within assigned territories of the Bank's assessment area.
•Collaborate with internal lenders, on sourcing additional financing by engaging CDFI's, participation lenders, governmental agencies, and non-profits to provide grants and alternative financing vehicles to achieve successful financing of Community Development loans.
•Serves as subject matter expert on down payment assistance programs and Community Development Financial Institution lending and investments.
•Serves as the subject matter expert to internal partners on the topics of Community Development lending, service, and investments. Expertise and geographic knowledge of the incumbent will be used provide internal partners with Community Development loan leads, service opportunities, and investment opportunities.
•Ensure that employees within assigned business units recording all volunteer and CRA volunteer hours by providing judgmental follow-up, designing and executing monitoring processes and management reporting and providing regular training communications to employees in assigned areas.
•Review and approve volunteer hours submitted by employees in assigned geographic areas on a timely basis and in the manner prescribed by regulation and/or the Director of Community Development.
•Prepare and present periodic CRA Self-Assessment reports to the Director of Community Development.
•Maintain a current understanding of Bank policies and procedures, compliance with all state and federal laws, including but not limited to Bank Secrecy Act (BSA), Community Reinvestment Act (CRA), Home Mortgage Disclosure Act (HMDA), Equal Credit Opportunity Act (ECOA), Fair Housing Act (FHA), Unfair, Deceptive or Abusive Acts or Practices (UDAAP), Fair Credit Reporting Act (FCRA), Information Security, and Identity Theft Red Flags.
•Assist in the preparation for CRA regulatory examinations and with development and implementation of corrective action plans for resolution and follow through to resolution as findings relate to assigned geographic areas and internal teams.
OTHER RESPONSIBILITIES
•Manage special projects and perform other duties as assigned.
•Communicate a strong awareness of and need for effective internal controls and high ethical standards.
•May be asked to present information or deal directly with higher levels of management, and internal auditors in the absence of senior manager.
•May be asked to temporarily or for extended periods of time assume the tasks of other Community Development Officers when staffing requires.
•Ability to cultivate and maintain key external relationships leveraging technology such as virtual meetings.
•Responsible for strong time management as this role requires multiple modes of working and occasionally requires travel.In any quarter, the incumbents time will be allocated as follows:
•10% of work hours allotted for individual CRA eligible service hours.
•5% of work hours allotted for project participation and management as necessary.
•3% of work hours allotted to receiving relevant training.
•5% of work hours allotted for responsibilities related to internal self-monitoring, audits and examination assistance
•10% of work hours allotted reviewing, approving and reporting on service ours within assigned geographic area.
•25% of work hours is allotted to cultivating and maintaining relationships with community groups in an effort to understand community needs.
•20% of time allotted to serving as a subject matter expert to assigned internal partners in an effort to drive CRA lending, investments and services.
•Remaining work hours allotted for other responsibilities and commitments such as staff meetings, breaks, corporate events, and ad-hoc assignments.
EDUCATION, EXPERIENCE AND OTHER SKILLS REQUIRED
•Bachelor's degree preferred.
•5 + years of Community Development/CRA experience.
•Professional written/verbal communication and presentation skills.
•Professional level of computer skills including Microsoft Office (Word, Outlook, Excel, PowerPoint, Access), Windows OS.
•Ability to utilize personal computers and Windows driven programs including the RiskExec CRA/HMDA data monitoring system.
