General Description
The Community Development Manager for the Mid-Ohio Valley Regional Council is an executive level position that is the subject matter expert in grant and funding opportunities, as well as managing a team of project coordinators who are responsible for the planning, coordination, and execution of regional Community Development activities within eight counties. This is a full-time position that requires relocating to Parkersburg, WV. The position offers flexible hours and hybrid options with required local travel and occasional evening meetings.
Major Responsibilities and Duties
· Manage the grant proposal application processes, pre- and post-award budget, data management, and reporting requirements. This individual must be able to identify funding opportunities, write grant proposals, and secure financial support for projects to fund economic development initiatives.
· Ensuring compliance with local, state, and federal regulations and policies.
· Strong management skills to lead a team of project coordinators to ensure project management completion, adhering to budgets and timelines, ensuring efficient resource allocation and cost-effectiveness in project planning and execution.
· Developing and coordinating Community Development projects in collaboration with various stakeholders including federal, state, and local government agencies, non-profits, boards, and community organizers and leadership.
· Conducting thorough research and analysis of economic data, trends, and relevant policies to inform project decisions and strategies.
· Engaging with stakeholders to gather input, build relationships, and ensure alignment with project goals and objectives.
· Communicating project goals, benefits, and potential impacts to the community, addressing concerns, and gathering feedback.
· Utilize mechanisms to monitor project progress, collect data, and generate regular reports to assess performance and impact.
Knowledge, Skills and Abilities
· Necessary knowledge of federal and state grant writing, grant and funding opportunities, and public development programs and policies in economic and Community Development.
· Proficiency in planning, organizing, and managing projects from conception to completion, ensuring timelines, budgets, and goals are met.
· Excellent communication and interpersonal skills, both verbally and in writing.
· Capacity to think strategically and develop long-term plans and initiatives.
· Ability to work collaboratively and create partnerships with key stakeholders.
· Proficiency with a computer: specific programs knowledge of Microsoft Word, Excel, and Adobe.
Qualifications
· Experience in grant proposal writing at the federal and state levels.
· Minimum of bachelor’s degree in business management, public administration, political science, geography or related field with correlated work experience.
· Previous management experience.
· Customer service oriented with outstanding interpersonal and communication skills.
· Must have reliable means of transportation and valid driver’s license.
