Description
This is a leadership position that performs highly responsible professional work to ensure the effective operation and management of the Community Corrections and Pretrial Services Department. The Director works to ensure reduced risk to the community and alternatives to incarceration with court ordered conditions/supervision in Lynchburg City and Amherst, Bedford, and Campbell Counties. Work is performed under the supervision of the Lynchburg City Manager's Office.
Essential Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES Other duties to provide direct or indirect service to the citizens may be assigned.
- Oversee, develop, and implement policies, procedures, and regulations in compliance with the Virginia Department of Criminal Justice Services (DCJS) Minimum Standards for Local Community-Based Probation and Pretrial; and in accordance with all applicable federal, state, and local laws and regulations.
- Prepare and administer the Community Corrections and Pretrial Services departmental budget and amendments; sustain and seek grant funding opportunities to support program needs; analyze financial data and maintain all documentation; assure compliance with all standards and reporting requirements for grants and all other funding sources; approve and monitor financial transactions; collaborate with the City's finance department.
- Serve as the department liaison to the Community Criminal Justice Board (CCJB) and assist with coordinating activities; coordinate and participate in regular meetings of the CCJB.
- Conduct regular communications with law enforcement, judges, commonwealth attorneys, defense attorneys, court clerks' offices, and the Probation and Parole District Office.
- Provide effective supervision of assigned staff including selection, performance management, employee relations, training, and assigning work and related activities.
- Develop and implement new programs and services for offenders and defendants on the basis of objective needs assessments to include developing policies and procedures for pre-and-post-dispositional criminal justice services.
- Supervise the progress of all offenders assigned to the program, ensuring intensive supervision between offenders and designated program staff and all related documentation and reports.
- Serve as the primary liaison for treatment programs, community service sites, and other community providers.
ADDITIONAL JOB FUNCTIONS
• Other duties to provide directly or indirectly services to citizens as may be assigned.
• When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
SUPERVISORY DUTIES
Directly supervises seven (more or less depending on budget considerations) employees in the Community Corrections and Pretrial Services Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, evaluation, and training employees; planning, assigning, and directing work; rewarding and disciplining employees; addressing complaints and resolving problems.
Minimum Education and Experience Required

EDUCATION AND/OR EXPERIENCE
Bachelor's degree in social work, psychology, criminal justice, law enforcement, human services, or a related field; at least five years of experience working in the judicial system, and/or providing offender supervision, case management, counseling, or other criminal justice experience; and experience in program development, budget management, staff supervision and program administration; or equivalent combination of education and experience.
Additional Requirements
- Possession of valid driver's license and acceptable driving record according to City criteria.
- Satisfactory criminal background check required, including fingerprinting.
- Pre-employment drug test.
