DESCRIPTION: This position directly benefits the Warfighter by supporting the linking of Joint and Multi-Service CBRND Defense requirements to today's dynamic concepts of operation and participates in the support framework for the JRO-CBRND to develop Joint requirements within the CBDP POM. The Combatant Command (CCMD) Analyst (mid-level) who serves as the JRO's International Engagement Analyst will support a variety of Joint CBRN efforts supporting the US and JS engagement efforts to specified Allied and partner nations. This analyst will assist the JRO to represent its CBRN defense and CWMD requirements to the Allied and partner nations, organizations, the Chemical and Biological Defense program (CBDP), the Joint Staff and the Services.
Primary duties will include (but not limited to):
- Regularly attend and support JRO's engagements with specified Allied and partner nations to include the NATO CBRN Capability Development Group (CDG) and CDG sub-panel events.
- Regularly attend and support the CBR Memorandum of Understanding (MOU) events and engagements to support international CBRN requirements development.
- Provide support to the International Joint Requirements Oversight Council (IJROC) as needed to advance US and JS interests.
- Coordinate, support, and advance other customer initiatives to promote materiel and non-materiel CBRN Defense capability efforts to identified Allied and partner nations, to include NATO and the CDG.
- Plan, schedule, coordinate, and execute table-top exercises and other similar training and exercise events for the JRO that support Joint Staff, US, and Allied and partner nation interests.
- Oversee the Analyses of Alternatives and develop requirements documents in coordination with JS, Service, and Combatant Command representatives.
- Attend as required JRO's Integrated Concept Team (ICT) meetings with all relevant stakeholders. Provide International Engagement updates and briefs as required.
- Be responsible for developing Joint operational requirements by drafting, staffing and adjudicating requirements documents prior to entering them into KM/DS.
- Develop and complete Joint Staff Action Packages (JSAPs) to accomplish tasks as required.
- Provide support as a subject matter expert in relevant field of experience.
- Provide senior-level briefings.
- Prepare regular reports on various identified technical issues.
- Obtains and maintains any security clearances, status or licenses required by client to perform work.
KNOWLEDGE AND SKILLS:
- Must have knowledge of current NATO policies, organization, processes, and doctrine; Joint Strategic Planning System (JSPS), Joint Capability Integration and Development System (JCIDS); Joint Staff Action Package (JSAP) and current JSAP staffing Task Management Tool (TMT).
- Must have excellent verbal and written communication skills. Comfortable briefing large, diverse and high-level audiences.
EDUCATION / EXPERIENCE REQUIRED:
- Ten (10) to Fifteen (15) years of relevant technical area experience or more, normally equivalent to military O-4/W-3/GS-13 or above.
- Two (2) years' experience on the US SHAPE or NATO staff is highly desired, preferably with experience in the CBRN Defense area.
- Two (2) years' experience working with Allied and partner nation engagements, preferably in the CBRN Defense or Countering WMD areas.
- Two (2) years Joint, OSD, CCMD and/or a Military Department staff is desired, preferably with experience in the CBRN Defense area.
- Minimum of an earned Bachelor's degree with a major relevant to the duties of the position. Advanced degree is associated discipline is desired.
PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: This is a normal office working environment.
TRAVEL REQUIREMENTS: 40%. Could surge occasionally to more than 40% depending on customer requirements.
