REPORTS TO: Collection Administrator
FLSA STATUS: Exempt - Executive
CLASSIFICATION: Personnel System - Requires satisfactory completion of a six month probationary period
PAY GRADE: 118
SAFETY SENSITIVE: Yes- CDL; Subject to random drug testing per the Athens-Clarke County Drug and Alcohol Ordinance.
Purpose of Job
The purpose of this job is to supervise the activities of the Collection Division. Duties and responsibilities include, but are not limited to, planning, coordinating, and supervising solid waste collection personnel, and performing additional tasks as assigned.
Job Related Requirements
WORK SCHEDULE: Monday thru Friday 7:00 A.M. to 4:00 P.M. with one night shift required each month. Or Monday thru Friday 6:00 A.M. to 3:00 P.M.
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Emergency Position
This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather, utility failure, fire or other forced evacuations or as determined by the Manager.Associate's degree with three years of experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
One year of supervisory experience or supervisory equivalency required.
Must possess a valid Class B Georgia Commercial Driver's License upon hire.
Must possess or have the ability to obtain a valid Class A Georgia Commercial Driver's License within 6 months of hire.
Must possess or be able to obtain CPR and First Aid Certification within 12 months of date of hire.
Bachelor's degree preferred.The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Supervises and evaluates assigned staff, handling all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals.
Performs employee training which includes overseeing the training for all new second and night shift drivers.
Provides oversight of second shift drivers at least twice a week.
Provides oversight of night shift drivers on as needed basis.
Investigates all accidents and recommends actions to be taken.
Plans, coordinates, and monitors the work of employees engaged in residential waste, compostables, recyclable collection, commercial dumpster and commercial downtown operation.
Assists with the preparation of the department budget by recommending staffing, equipment, and supply needs.
Serves as a liaison between the department and the public by responding to inquiries and complaints.
Assists with the establishment and dissemination of work rules, policies, performance standards, programs and objectives for assigned personnel.
Assists Solid Waste Director, Collection Administrator, Route Supervisor with ordinance, policy and procedure changes for the residential and commercial programs in the Collections division.
Assists Director and Collection Administrator with agenda reports and/or work sessions pertaining to the residential and commercial programs in the Collections Division.
Informs collections Administrative Assistant, the Solid Waste Billing Division and drivers of all residential and commercial route changes. Audits route on an as needed basis.
Assists in the preparation of public information, such as holiday schedule calendar, residential and commercial section of the website, flyers, rack cards, water bill inserts, phone messages and public notices for the residential and commercial routes.
Directs assigned staff to maintain vehicle or trucks through regular cleaning.
Ensures that assigned personnel adhere to Athens-Clarke County Unified Government ordinances and codes.
Approves the time cards of all assigned employees on a weekly basis.
Assumes the duties of the Collections Administrator in his/her absence.
Responds to weekend and evening emergency calls as needed.
Coordinates work crews by allocating employees to crews that have an absent employee(s) or a heavy workload.
Covers direct reports shifts as needed, which includes driving a truck.
Ensures appropriate cover of all work shifts to include special events, overtime, and employee absences.
Conducts interviews and makes recommendations regarding hiring, promotions, training, and inter-division transfers.
Acts as dispatcher, when required.
Picks up dead animals, as required.
Picks up missed waste, compostables, leaf and limb and/or recyclables, when required.
Utilizes Samsara or similar technology for routing, customer service, violations and safety program for assigned crews.
Reviews and recommends new or modified residential and commercial routes to the Collections Administrator and the Solid Waste Director.
Oversees the clean-up before and after special events on an as needed basis.
Performs other related duties as required.
Knowledge, Skills and Abilities

Knowledge of the principles, practices and procedures of the Collection Division and the operations and functions of the Solid Waste Department.
Knowledge of management, solid waste collection operations, budgeting, and counseling practices, policies and procedures as necessary in the completion of daily responsibilities.
Knowledge of operations and staff plans and objectives for the expedience and effectiveness of specific duties of the position.
Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.
Knowledge of any changes in policy, methods, operations, budgetary and equipment needs, etc. as they pertain to departmental operations and activities.
Knowledgeable and proficient with computers.
Knowledge of computer software programs as necessary in the performance of job duties.
Knowledge of the use of office equipment, such as computers, vehicles, and a two-way radio.
Ability to develop and administer policies, procedures, plans and activities and to monitor performance of subordinates against measured established goals.
Ability to develop and implement long-term goals for the department in order to promote effectiveness and efficiency.
Ability to effectively communicate and interact with subordinates, management, employees, members of the general public and all other groups involved in the activities of the Collection Division as they relate to the Solid Waste Department.
Ability to assemble information and make written reports and documents in a concise, clear and effective manner.
Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.
Ability to comprehend, interpret, and apply regulations, procedures, and related information.
Ability to handle required mathematical calculations using statistical data.
Ability to read, understand and interpret personnel and financial reports and related materials.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including office equipment, such as computers, hand tools, and two-way radios. Must be able to use body members to work, move or carry objects or materials. This position requires: walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to fifty pounds of force occasionally, and/or up to twenty pounds force frequently. Physical demand requirements are at levels of those for medium work.
DATA CONCEPTION: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.
INTERPERSONAL COMMUNICATION: Requires the ability to hear, speak and/or signal people to convey or exchange information. Includes giving assignments and/or directions to co-workers or assistants.
LANGUAGE ABILITY: Requires the ability to read a variety of reports, travel and time sheets, records and printouts, and informational documentation, directions, instructions, and methods and procedures. Requires the ability to prepare vehicle maintenance, disciplinary and other reports, time cards and lists, using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak to groups of people with poise, voice control, and confidence.
INTELLIGENCE: Requires the ability to learn and understand complex principles and techniques, to acquire and be able to expound on knowledge of topics related to primary occupation, and to make independent judgment in the absence of management.
VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of administrative, technical or professional languages including budgeting and vehicle mechanics terminology.
NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; utilize and determine percentages; perform algebraic and statistical calculations, and apply a variety of theoretical mathematical concepts.
FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with hand tools and office equipment.
MOTOR COORDINATION: Requires the ability to coordinate hands, fingers, and eyes accurately in using office equipment and hand tools. Requires the ability to use the keyboard, lift, bend, push, and pull objects or materials using body parts as the position necessitates.
MANUAL DEXTERITY: Requires the ability to handle a variety of items such as office equipment, hand tools, and two-way radios. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.
COLOR DISCRIMINATION: Requires the ability to differentiate between colors and shades of color.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under considerable stress when confronted with an emergency.
PHYSICAL COMMUNICATION: Requires the ability to talk and/or hear: (Talking - expressing or exchanging ideas by means of spoken words). (Hearing - perceiving nature of sounds by ear). Must be able to communicate via telephone, two-way radio.
