Job description

As part of the Signs in the Rights-of-Way Program, conducts inspections and investigations utilizing photographic and GPS evidence to document illegal signs placed in the rights of way. Gathers necessary information to determine responsible parties and apply relevant codes. Analyzes inspection findings and prepares reports citing violations of applicable code and maintains inspection files. Documents case specifics and records coded entries in electronic permitting system (i.e., Planning and Land Use System, or PLUS) or tracking purposes. Prepares and issues warning letters and other correspondence in effort to obtain voluntary compliance. Prepares evidentiary material for presentation and subsequently testifies in court as required. Communicates with complainants, violators, other members of the community, representatives from the governing body and county senior staff regarding case specifics as well as pertinent aspects of the program. Participates in public outreach activities and answers technical questions. The work of the agency is guided by an annual Equity Impact Plan, in conjunction with the county's One Fairfax Policy and commitment to consider equity when making policies or delivering programs and services.
MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in a field of study directly related to the industry being regulated such as engineering, architecture, urban planning, biological or environmental science, public administration, law enforcement, legal studies, or a related field.

PREFERRED QUALIFICATIONS:
  • Two years case management experience;
  • One year field work experience conducting inspections or investigations;
  • One year of experience within a regulatory and/or enforcement agency in Fairfax County;
  • One year of experience with Planning and Land Use System (PLUS);
  • Ability to maintain effective working relationships with the public and fellow employees;
  • Ability to handle interpersonal conflict situations with tact and diplomacy;
  • Excellent written and verbal communication skills;
CERTIFICATES AND LICENSES REQUIRED:
Driver's license (required)


NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.
PHYSICAL REQUIREMENTS:
Ability climb, walk/traverse rough, icy or broken terrain, and go up and down steep inclines. Ability to bend, climb, crawl, crouch, stoop, stand and walk for various amounts of time. Ability to lift 15 pounds. Ability to speak clearly and understandably. All duties may be performed with or without reasonable accommodations.
