GENERAL DESCRIPTION:
Performs a variety of skilled technical and administrative support tasks, in a typical office setting and in the field, related to CODE ENFORCEMENT, under the general supervision of the Code Enforcement Director. Duties involve the protection of the health, safety, and welfare of the community through effective investigation and enforcement of a variety of City code regulations & ordinances. Tact and diplomacy is used in explaining regulations to property owners, business owners and attorneys and some independent judgment in conducting investigative casework and in making effective recommendations for the resolution of enforcement issues. Prepares enforcement lien files for review and processing and conducts lien search requests. Supervision is exercised over subordinate technical and administrative support staff; duties may include customer service, telephone answering, typing, word processing, data entry, record keeping, filing, and front desk reception; Performs other related duties as assigned.

Types, proofreads and processes a variety of documents including general correspondence, forms memos, statistical charts and specialized documents from drafts, notes, verbal instruction or dictated tapes using a typewriter or word processing or computer equipment.
Reviews documents for accuracy, completion and conformance to established procedures.
Utilizes personal computers and computer software to perform word processing and spreadsheet functions; prepares and maintains computerized reports.
Sorts and files documents and records, maintaining alphabetical, index, and cross-reference files; assists department with photocopying, assembling materials, and simple clerical work when assigned.
Answers the telephone, waits on the general public, provides information related to department and/or city policies and procedures, and makes appointments.
Builds and maintains positive working relationships with co-workers, other employees, and the public using principles of good customer service; promotes and represents the City to the public in a friendly, helpful, and professional manner.
Analyzes and investigates requests for assistance with enforcement issues and coordinates effective service delivery including; conducting inspections, determines the existence of violations, and prepares warning notices of violation and citations or other notices involving City codes and ordinances.
Explains legal requirements and department policies and procedures to subordinates and the general public, issues forms, enters data concerning enforcement violations, and prepares files.
Initiates enforcement actions for assigned zone and all related follow-up activities.
Interprets technical legal provisions and administrative directives pertaining to CODE ENFORCEMENT, and prepares civil case documents and case summaries for civil actions.
Conducts research to determine business or property ownership, corporate and fictitious name status, State, County, and City licensure, certification and/or registrations as necessary.
Receives complaints of violations of City Code regulations; conducts field inspections to determine and verify the nature of violations; prepares and serves notices to remove existing violations.
Performs evening or weekend inspections and surveillance as necessary to secure compliance relative to violations occurring within City limits.
Coordinates enforcement action with subordinates with regards to occupational licenses, certificates of use, and alarm registrations delinquencies, violations, civil penalties and liens.
Prepares and maintains case management records and comprehensive statistical reports.
Prepares complex correspondence, forms, or documents and statistical reports.
Confers with other City departments on matters relating to complex zoning regulations, building codes and environmental codes; prepares investigative field reports of violations for presentation to Special Master.
Investigates code violations by identifying, locating, observing and collecting evidence in accordance with cumulative criteria defined by various City Codes and departmental policies and procedures.
Determines responsible parties by legal abstracting of personal and private property; interprets legal descriptions of parcels of land to accurately determine the precise location of platted and un-platted property.
Meets with individuals/ groups and violators; conveys verbal and written information concerning City Code regulations.
Prepares code violation and investigation reports; issues civil citations; testifies at administrative and judicial hearings; prepares correspondence and official notices; prepares criminal case exhibits and civil case summaries from work files.
Prepares work orders; reviews work completed by violators, City crews, or contractors to ensure compliance with corrective action instructions.
Assists subordinates in case management, customer service, responses to complex enforcement issues including field supervision.
Coordinates, monitors, and reviews work of subordinates as needed or assigned by Director. Responds to all CODE ENFORCEMENT lien search requests and collects fees.
Coordinates lien processing with subordinates.
Reviews lien files for proper documentation and forwards file to Director for administrative action.
Identifies and/or recommends cost control measures in the delivery of all services and functions in his/her department and under his/her area of responsibility.
Operates a vehicle, two-way radio, camera, and other issued equipment, as well as a variety of other equipment including a computer, typewriter, copier, telephone, and calculator.
Performs related duties as assigned.
Knowledge, Skills, and Abilities: Good knowledge of office practices and procedures including filing and basic record keeping. Good knowledge of the operation of standard office equipment including work processing and computer equipment, copiers, fax machines and printers. Good knowledge of English usage, spelling, grammar and punctuation. Good knowledge of business letter writing and typing formats. Good knowledge of basic mathematics.
Ability to communicate clearly and concisely, both orally and in writing; ability to establish and maintain effective working relationships with those contacted in the course of work. Ability to organize and maintain accurate records and files. Ability to learn the operation, policy and procedures of the City and the assigned department or office. Ability to perform difficult and complex clerical and administrative support work using independent judgment.
Ability to safely operate a motor vehicle and other equipment.
Education & Experience Requirements: Associate's degree or equivalent college course work desired; Three (3) years of experience in investigation or enforcement of zoning regulations, building and/or environmental nuisance codes, or solid waste disposal codes as a CODE ENFORCEMENT officer/investigator/inspector to include one (1) year supervisory experience are required; or any acceptable related combination of training and experience may be considered. Must be a current City of Miami Gardens employee.

Florida Association of Code Enforcement Certifications required. Must posses and maintain a valid Florida driver's license and satisfactory driving history throughout employment. Applicants must be able to work holidays, weekends and evening hours.

While performing the duties of this job, the employee is regularly required to use their hands and fingers to handle objects. The employee is occasionally required to climb or balance. Specific vision abilities required by this job include close vision, color vision, and ability to adjust focus. Frequently required to walk. See, hear and talk with the public; read presented documents, write or use keyboard to communicate through written means. On occasion required to run errands, to climb or balance, stoop, kneel, crouch, taste, or smell. Intermittently twist and reach office equipment; lift or carry weight regularly of 10 pounds and on occasion weight of up to 30 pounds. Must be physically able to operate a variety of machines and equipment including automobile, radio, and telephone.
