SMX is seeking to hire a Cloud Architect to join its collaborative Medicaid Management Information System (MMIS) team. The Cloud Architect(Cloud Architect) will report to the MMIS Director. The primary responsibilities will include, but not limited to, provide technical expertise to support the design and completion of the MMIS Cloud Migration initiative. The Cloud Architect will have working knowledge in architecting Medicaid applications utilizing cloud (SaaS, PaaS, IaaS, Micro/Macro Services) technologies. The selected candidate will have prior architectural design and implementation experience in a healthcare and or Medicaid systems is highly desirable. The primary work location for this role will be 100 Hancock Street, Quincy MA 02171. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.

Essential Duties and Responsibilities:

+ Work with the MMIS Cloud project team (team) to provide cloud architecture leadership and guidance to define technical requirements, design, and architecture including priorities to support the MMIS Cloud migration project from design, implementation, validation through to stabilization

+ Work with the team to provide recommendations for infrastructure, middleware, interfaces, automation, and network security for the MMIS application post the AWS cloud migration pertaining to policies and standards while leveraging AWS services and other opportunities that support the MMIS application overall

+ Work with the team to design an architecture to support integrated oriented architecture design for new web applications and web services

+ Work with team to identify and manage technology, architecture and infrastructure risks and lead in developing and implementing appropriate risk mitigation strategies

+ Develop architectural proofs of concept to demonstrate practical business agile solutions and evolve core architectural constructs

+ Collect and analyze business and technical requirements and translate them into technical solutions. Provide recommendations and supporting documents and POC as needed. Detail and document the logical and physical designs as per the EOHHS and EOTSS methodologies, policies, standards, and practices

+ Collaborate with the EOTSS/EOHHS Cloud Architecture Team to assist in defining and managing standards, guidelines, and processes for infrastructure technology and software development

+ Lead or participate in writing of RFx (request for proposal, quotation, and procurement teams etc.) and SOW (statement of work) for infrastructure solutions and in contract and cost negotiations with vendors for SaaS solutions, infrastructure hardware, software, and professional services

+ Collaborate with Business Functional Leads, Enterprise Infrastructure, and 3rd parties to define, design implement secure, scalable, extensible, and cost-effective solutions in alignment with MMIS enterprise strategic objectives

+ Work in a matrixed environment with infrastructure and applications teams, data warehouse architects, security architects, and strategic partners to create an architecture to support and design a Cloud infrastructure that will be scalable to support the MMIS enterprise's strategic objectives

+ Work with the team to document and/or assist with designs, architecture, requirements, and any other infrastructure and network diagrams as needed.

+ Provide assistance and support to resolve issues or problems with related AWS migration activities as well as post-migration as needed

Required Skills:

+ Five (5) years architect experience in all aspects of technology including but not limited to business applications, middleware, database technology, business intelligence, security technology and best practices

+ Three (3) years architect experience in Amazon Web Services (AWS) Cloud computing technologies and current computing trends

+ Three (3) years architect experience in translating business strategy into short and long-term architectural plans

+ Three (3) years architect experience in modern enterprise architecture and hands on experience with Enterprise Application frameworks

+ Have worked on SOA integration projects using BPM and Rules Engine

+ Have worked on Apache, Spring based middleware solutions

+ Have worked on Risk Management, Disaster Recovery, Business Continuity, IT Security Architecture, and IT Regulatory Compliance

+ Expert in SDLC, DevOps, Cloud (Micro/Macro services), Data Analytics, Test Automation, Coding Techniques, CI/CD and Agile

+ Expert ability to rapidly comprehend the functions and capabilities of new technologies

+ Expert ability to create estimations of the time and resource requirements for different activities and determine which activities can be completed in parallel and in sequence

+ Expert ability to handle complex issues and possess analytical and problem-solving skills

+ Strong written, verbal, and presentation communication skills

+ Proficient skills in Microsoft Office (Excel, Word, Visio, PowerPoint, and Project)

Desired Skills / Certs:

+ Bachelor's degree or higher in Information Systems, or 5+ years' experience in a senior architectural role

+ Prior experience in Health care domain is preferred

+ Prior experience in government or with government agencies is preferred

+ Three (3) years architect experience in systems design using Oracle Suite, BPM and Rules Engine

+ AWS Cloud Certification desired
