GENERAL PURPOSE
The Clinical EMS Captain provides clinical and administrative leadership to EMS crews on duty, ensuring the quality of patient care through case review, training, and QA/QI. This position also performs clinical duties as needed, assists with EMS response during peak periods, and performs other related duties as requested/required.
SUPERVISION RECEIVED
Works under the supervision of the EMS Chief
Reporting chain of Command will be the following:

Oversees the clinical, training, and compliance areas associated with all EMS personnel. Supervises EMS personnel.
Examples of Duties / Knowledge & Skills
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Lead and participate in the provision of pre?hospital emergency medical care according to established medical standing orders provided by the Medical Director.

  • Assist and coordinate with other emergency service agencies in rescue operations, motor vehicle accidents, and other emergency situations.

  • Perform triage and a variety of emergency medical treatments at the Basic and Advanced Life Support level.

  • Provide continuing care and treatment while en-route to an emergency medical facility and monitor and report changes in patient condition.

  • Under medical direction and following prescribed standing orders perform a variety of invasive and non?invasive therapies including but not limited to assessment and evaluation of the ill and injured, cardiopulmonary resuscitation and defibrillation, administration of drugs, agents and solutions, intubation and pulmonary ventilation, drawing of blood samples for analysis, application of dressing and bandages, control of shock, and immobilization of fractures, and all other skills contained within the Department of Transportation manual of knowledge objectives for Paramedics.

  • Lead and participate in training classes for the public on cardiopulmonary resuscitation, standard first aid, and emergency medical techniques.

  • Lead and participate in public health screenings. Employ safe lifting and moving techniques. Act as a preceptor for EMS students.

  • Operate radio communications and medical telemetry equipment.

  • Conduct daily review and audit of all patient reports.

  • Fill in vacant shift positions due to vacations, vacancies, training or any other reason a vacancy has occurred. This will be for both full time staffed units and volunteer units.

  • Assist with training of new EMS employees.

  • Provide reviews of subordinates in a timely manner.

  • Assist with developing employee evaluations.

  • Assist with incident investigations.

  • Address disciplinary concerns with employees and provide feedback to upper management.

  • Assist with inspection of private ambulances entering the city and verify if all have proper permits.

  • Assist with verification of private ambulance crews to ensure all have proper operating permits.

  • Assist with EMS Protocol updates.

  • Assist with development of policies and procedures.

  • Maintain vehicle and equipment.

  • Be on call 24 hours as necessary.

  • Communicate clearly and concisely, both orally and in writing.

  • Respond to directions from supervising personnel.

  • Establish and maintain effective working relationships with co?employees and those contacted in the course of work.

  • Maintain sufficient personal health and physical fitness to perform all job duties.

  • Ensure compliance with all local, state, and federal regulations related to EMS operations.

  • Participate in the development and implementation of EMS policies, procedures, and protocols.

  • Monitor and evaluate EMS equipment and supplies, making recommendations for improvements as necessary.

  • Develop and oversee quality improvement initiatives and other continuous improvement activities

  • Develop and oversee continuing education and training for EMS personnel.

  • Provide clinical support and guidance to EMS personnel as needed

Minimum qualifications & Requirements
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
  • Minimum of 5-10 years EMS field experience
  • Prior EMS Supervisory or leadership experience
  • Prior clinical supervisory or leadership experience
  • Associates or Bachelors degree in related field of study preferred

Certifications:
  • Must have valid Texas Department of Health EMT-Paramedic certification or License.
  • Must have or obtain within a year - Advanced Cardiac Life Support Instructor Certification
  • Must have or obtain within a year - Pediatric Advanced Life Support Instructor Certification
  • Must have or obtain within a year - Pre-Hospital Trauma Life Support Instructor Certification
  • Must have or obtain within a year - AHA CPR Instructor Certification
  • Must have a valid Texas Department of Transportation Driver License "Class C" or higher.
  • Must have or obtain within a year - Designated infection control officer
  • Must have a valid TDSHS EMS Instructor Certification.

Necessary Knowledge, Skills and Abilities:
  • Approved medical protocols, standing orders, policies, and procedures.
  • Techniques of proper drug administration.
  • Emergency medical techniques.
  • Medical terminology and abbreviations.
  • Medical characteristics of various drugs and solutions.
  • Emergency driving techniques.
  • Vehicle and equipment maintenance.
  • Record keeping procedures and methods of documentation.
  • All applicable local, state and federal regulations.
  • Infectious disease universal precautions and decontamination of ambulance and equipment.

SPECIAL REQUIREMENTS
Flexibility to work a variety of different shifts based on staffing needs.
Must pass a written exam covering department SOP, city policies and routine field management of calls. This position is deemed as Essential Personnel and
