Job description

The Oklahoma Foundation for Medical Quality (OFMQ) is a nonprofit organization encouraging and facilitating continuous quality improvement in the healthcare industry. OFMQ is seeking a full-time:

Health Information Technology (HIT) Clinical Consultant 

This position supports work for HIT related contracts, including providing technical and service-oriented assistance in the use of HIT to improve patient care management outcomes. The role assists in quality improvement methodologies (PDSA, etc.) as they relate to physician office and hospital settings of care. This position is responsible for supporting contracted providers in all aspects of Electronic Health Record (EHR) systems to improve patient care and outcomes, including advice and assistance associated with vendor products, hardware, software and system configuration troubleshooting as well as technical assistance with staffing considerations including but not limited to workflow analysis, EHR utilization, and quality data reporting from EHR systems. This position will focus on Health Information Exchange (HIE) implementation and optimization. This position may also assist with OFMQ’s public health-related grants.


Responsibilities:

  • Assist in the recruitment of providers and provide technical assistance in all phases of EHR implementation and HIE implementation and use, including assessment and analysis of hardware, software, networking, staffing considerations, and workflow analysis to manage information and functional operations necessary to facilitate quality data reporting and optimization of EHR and HIE use.
    • Provides physician offices and hospital settings of care with expertise on quality payment programs (specifically Medicaid incentive payment through managed care organizations for successful HIE participation, standing, and utilization) and other required reporting programs such as Accountable Care Organizations, Comprehensive Primary Care Model, Merit-based Incentive Payment System, Meaningful Use, Inpatient Quality Reporting, Outpatient Quality Reporting, etc.
    • Provides training and assistance on electronic clinical quality measures (eCQM), national benchmarks, and measurement structure
  • Assist in performing systems workflow and office redesign assessments. Specify in detail operations to be performed by equipment and computer programs and operations to be performed by personnel within the practice.
  • Provide technical feedback on the use of the EHR for enhancement of workflow and improvement of care management.
  • Provide technical assistance and feedback on improved coordination of care during transitions between health care settings utilizing MyHealth HIE.
  • Develop and disseminate feedback materials such as project data reports, best practices, workflow analysis results, technical reports, etc.
  • Confer with physicians and physician staff to analyze current office procedures, identify problems, learn specific input, and output requirements of EHR/HIE systems, such as data forms, how data is to be summarized, and formats for reports.
  • Understand and be able to effectively communicate data integration requirements to physician practices and vendors. Provide advice on best practices for quality reporting and payment models and their relationship to the EHR. Provide hands-on practice redesign assistance to improve quality of care.
  • Track progress of quality data reporting and HIE integration with practices and vendors and act as the key point of contact for issue management. Must be familiar with issue-tracking tools and effective communications for issue management and resolution.
  • Establish and maintain effective relationships with healthcare providers, their staff, and groups.
  • Understand and utilize clinical terminology as it pertains to the medical informatics field.
  • Complete assignments and deliverables within contract prescribed and internal deadlines.
  • Be an active member of the OFMQ team, working to achieve the desired outcomes by which OFMQ will be measured within theme areas, and perform other duties as delegated to ensure OFMQ contract success. Must be able to work autonomously and independently while maintaining adequate levels of communication with OFMQ team members.

 

Knowledge and Skills:

  • Must understand and be able to expertly communicate vendor implementation project lifecycle methods, establish and manage relationships with vendors and physician offices, and meet project objectives in a timely manner.
  • Maintain excellent customer relations, communication (internal and external), and professionalism during the course of the project.
  • Ability to represent oneself and OFMQ in a professional, courteous manner when interacting with other colleagues, the public and clients.
  • Strong technical knowledge of various operating, database and reporting systems.
  • Excellent technical writing skills.
  • Strong customer service background with an ability to communicate effectively across various technical skill levels within the healthcare industry.

Requirements:

Bachelor’s degree in an information technology or healthcare-related field is required.

Healthcare informatics or HIT-related certification(s) and experience in ambulatory settings are highly desirable.

In-state travel required (daytrips; rarely overnight). Personal car will be utilized and mileage will be reimbursed at current federal GSA mileage rate.

Resident of Oklahoma

Position can be remote, but occasional team meetings at OFMQ Corporate office in Oklahoma City may be required.

Equivalent combination of licensure, certification and/or work experience may be substituted for these stated qualifications.
