EXECUTIVE SERVICE
(This position serves at the pleasure of the Appointing Authority.)

The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. Nature of Work: The Classification and Compensation Manager directs and manages the Classification and Compensation Unit (CCU) programs and activities of the MDTA and is located in the Office of Human Resources and Workforce Development (OHRAWD). This position is responsible for evaluating and addressing the MDTA's Classification and Compensation requirements; providing recommendations and solutions to management regarding various Classification and Compensation issues; and independently managing, administering, researching, and coordinating the implementation of laws, rules, regulations, and policies to assure the proper Classification and allocation of compensation levels to the approximately 1,700 MDTA statewide positions across labor, clerical, administrative, technical, professional and law enforcement fields.
This position acts as a senior member of the MDTA's central human resources team and works on integrated HR projects and initiatives. Duties of this position include, but are not limited to, the following:
  • Trains and supervises Class and Comp Unit staff in the interpretation and consistent application of the job evaluation standards and MDOT policies, procedures, rules and guidelines;
  • Acts as primary technical resource and subject matter expert in Classification and Compensation programs, initiatives, and activities;
  • Manages, researches, and coordinates the implementation of laws, rules, regulations, and policies governing the administration of the MDTA's Classification and Compensation program;
  • Assists the OHRAWD Director and Deputy Director in the development and administration of classification procedures, standards, methodologies, and related policies, systems, and operations;
  • Oversees the completion of complex, large-scale job analysis and market salary surveys to assess the MDTA's competitiveness to other public agencies and the private sector;
  • Evaluate proposals for reorganizations and recommend solutions for organizational effectiveness;
  • Collaborates with multi-disciplinary teams to address a wide range of employment and HR topics aimed at enhancing the employee experience and meeting organizational goals, and;
  • Represents the Agency in grievance hearings, Office of Administrative Hearings (OAH) cases, and labor union meetings, when applicable.

This position will report directly to the Deputy Director, Office of Human Resources and Workforce Development. The current vacancy is located in Baltimore, MD. Hybrid telework schedules may be available for this position.

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of experience in administrative staff or professional work. *Three (3) years of experience must be in the professional human resources area of Classification and Compensation, including job evaluation and salary administration.
The ideal candidate will possess:
  • SHRM-CP, SHRM-SCP, PHR, or CCP or similar certification
  • Possess excellent written and oral presentation skills
  • Possess stellar attention to detail and have an analytical mind
  • Have a keen ability to research, interpret and explain a large amount of information in a clear, concise and professional manner to executive leadership
  • Experience representing and/or testifying on behalf of an employer in administrative, legal, or other similar proceedings.

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
