About the DNR Division of Reclamation:
The Division of Reclamation (DOR) oversees active coal mining, restoration of land disturbed for coal extraction, and restoration of land mined for coal, but abandoned without full or proper reclamation. DOR programs are a cooperative effort between Indiana and the Federal Department of the Interior, Office of Surface Mining, Reclamation, and Enforcement (OSM). DOR also administers the state laws pertaining to the mining of clay, shale, and oil shale. These are typically small operations for which post-mining land is reclaimed for wildlife habitat and water.
Salary Statement:
The salary for this position traditionally starts at $75,010.00 but may be commensurate with education or work experience.
Role Overview:
As the Civil Engineer, you will be responsible for working in the multi-disciplinary Civil Engineering field of one more of the following specialties: geotechnical, structural, construction, or maintenance projects. In this position, you will be responsible for planning, designing, and writing specifications related to a specific engineering project.
A Day in the Life:
The essential functions of this role are as follows:
  • Execute, coordinate, and assist in the preparation of the project, design plans, specifications, and bidding documents.
  • Review documents submitted by contractors for technical adequacy and compliance with project specifications, federal, state, and local laws, rules, and regulations.
  • Coordinate the work of architect-engineering companies, contractors, and utility companies as needed.
  • Conduct site visits and inspections.
  • Review and analyze the proposed design and/or specification changes while the project is in process.
  • Provide technical engineering guidance on assigned projects.
  • Develop and prepare project justification documents including cost estimates, bills of materials, and supporting technical data for unusual requirements.
  • Maintain project books and files relating to the authorization, design, progress, construction, costs, and completion of all projects.
  • Prepare, review, and submit environmental documents, site survey reports, soil analysis reports, and energy source selection reports.
  • Assist in identifying and proposing infrastructure projects and upgrades as it pertains to projects.

What You'll Need for Success:
The ideal candidate in this role should minimally have either
  • Knowledge and skill typically acquired through a Baccalaureate degree (degree in Civil Engineering or related field desired) plus related work experience; related academic training plus comparable work experience or comparable work experience alone may substitute for a Baccalaureate degree where appropriate.
  • A minimum of five (5) years of responsible Civil Engineering work experience. A Master's Degree may substitute for one (1) year of work experience provided the remaining four (4) years are under the supervision of a registered Professional Engineer. A Doctorate may substitute for two (2) years of work experience provided the remaining three (3) years are under the supervision of a registered Professional Engineer.
  • Registered Professional Engineers license in Indiana may be required based on the assignment.

Related certifications and coursework may be considered for education or experience.
  • Extensive knowledge of construction and engineering principles, practices, and techniques.
  • Broad knowledge of federal, state, and local laws, codes, rules, and regulations concerned with engineering, construction, environmental protection and facility, mechanical and electrical design.
  • Ability to analyze and evaluate complex technical design and specifications and determine how alterations may affect all facets of a project.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to utilize CAD drafting skills in preparing designs.
  • Ability to keep abreast of new developments and technologies relating to engineering and construction.
  • Be willing to travel with appropriate accommodation.

You must satisfy the following requirement to continue employment:
  • Must annually complete and pass the IDOC Distance Learning and Crew Supervisor Course to draw and/or supervise an IDOC crew as needed. - Camp Atterbury only.

Supervisory Responsibilities/Direct Reports:
This role may be utilized in a supervisory capacity based on agency needs.
