Serve as project manager for City capital improvement projects
- Develop project scopes of work, prepare requests for proposals, and administer consultant contracts for capital improvement projects.
- Manage consultant design teams.
- Ensure technical feasibility and conformance with applicable municipal, county, state, and federal standards, permits, ordinances, laws and other regulations.
- Support engineering team with public meetings during the planning and design phases as necessary.
- Obtain required permits necessary for the construction of capital improvement projects.
- Manage the scope of work, budget and schedule for each assigned capital improvement project; prepare scope amendments and change orders.
- Communicate project-related information to consultants, contractors, residents, governmental agencies, City staff, elected officials, etc. as appropriate.
- Maintain current and accurate records for each project.
Lead and conduct activities associated with the City's Pavement Management Program.
- Maintain knowledge of software used for pavement asset management to customize pavement management program.
- Train and develop field inspectors in software and pavement distress assessment.
- Run comparative analysis modeling based on budgetary constraints to optimize funding for ranking and selection of preservation, rehabilitation, and reconstruction projects.
- Generate mapping for project and distress database.
- Recommend street segments for reconstruction in future capital improvement and ongoing street maintenance projects.
Review grading and drainage plans
- Perform grading and drainage plan review associated with private development and City-Owner contract agreements in conjunction with the Land Development Group.
- Review prepared plans for compliance with applicable municipal, county, state and federal standards, permits, ordinances, laws and other regulations. Review civil construction plans with respect to grading; utilities including, but not limited to, storm sewer, sanitary sewer, water; erosion and sediment control; site restoration, pedestrian ramps, etc. for conformance with applicable standards.
Prepare construction plans and project specifications
- Develop budgets and schedules for public infrastructure programs and projects.
- Design capital improvement and other projects including but not limited to: streets, pedestrian and bike facilities, sanitary and storm sewers, applying appropriate engineering techniques.
- Prepare preliminary design concepts and plans in AutoCAD Civil 3D.
- Prepare engineer's opinion of probable costs and feasibility reports.
- Support Design Engineer Supervisor with management of design group's workload, including assigning plan preparation to engineering technicians.
- Perform engineering calculations to determine pipe sizes and strengths, pavement designs, etc.
- Process projects through necessary reviews, permits, etc.
- Prepare specifications and bid documents.
- Provide critical recommendations relating to project schedules and priorities to ensure projects are completed on time.
Maintain engineering standards and standard detail plates.
- Assist in maintaining file of changes to standards and detail plates.
- Research and review new products and methodologies.
- Assist with periodic review of standards with staff, consulting engineers, contractors, etc.
- Assist with preparation of revised or new standard plans as required.
Education and Experience
A Bachelor's degree in Civil Engineering from an accredited four-year college or university and a minimum of four (4) years of experience in municipal engineering or related field.
Two years of experience in project management and/or construction management
Two years of experience with AutoCAD Civil 3D.
Licenses and/or Certifications
Valid driver's license
A Professional Engineer's license with the State of Minnesota within six months of hire.
Desirable Qualifications
Experience with surface water modeling, such as hydraulic/hydrologic and water quality models.
Experience with pavement management modeling, such as pavement condition, deterioration, and maintenance strategies, and budget scenarios.
Experience with specialized design software such as XPSWMM and HydroCAD.
Experience with Geographical Information Systems (GIS)
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of: the theories, principles, practices, and methodology of civil engineering as applied to designing, planning, constructing, and maintaining public work facilities and construction projects; current developments and literature in the field of civil engineering; the laws, codes and regulations relating to the planning, construction, and operation of public works facilities; and GIS and their relationship to the functions of a public works department.
Ability to: make complex engineering computations; plan, design, and construct a variety of City projects; read and comprehend federal, state and local laws and regulations affecting assigned work; ascertain adherence to construction specifications and codes by consultants by reviewing plans and specifications; and establish and maintain effective working relationships.

In consideration of the overall amount of physical effort required to perform the office work requirements of this position, the work is best described as Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
In consideration of the overall amount of physical effort required to perform the field work requirements of this position, the work is best described as Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
Physical demands that may be required continuously (2/3 or more of the time), frequently (1/3 to 2/3 of the time), and occasionally (up to 1/3 of the time) are noted below:
Frequent demands: standing, sitting, walking, and continuous/repetitive movements of the arms, hands, and fingers.
