Job Title: Civil Construction Estimator & Project Manager
Reports to: President
Works Latterly With: General Superintendent
Coastal Development Company is a site contracting firm based out of Yorktown, VA that provides full site packages servicing Southeastern Virginia’s general contractors and clients. Specializing in utility installation and earthwork, our portfolio consists of public, private, and government contracts. We are currently seeking a highly motivated individual to grow our Hampton Roads operations while maintaining our standards of quality.

Qualifications & Skills
- Proven experience as a Project Manager and/or Estimator in earthwork and utilities
- Familiarity with financial budgets and project management principles
- Have understanding of Civil Construction plans including grade and pipe plans
- Proficient in relevant software (Microsoft Word, Excel, and scheduling/estimating software)
- Outstanding communication and negotiation abilities
- Thoroughness and reliability
- Excellent organizational skills
- Understanding of construction schedules and budgeting
- Openness to feedback
Civil Construction Estimator Job Mission
- Assist in identifying potential jobs to bid and solicit new work
- Understand the project and its requirements by gathering information from site visits, pre-bid meetings, plans, specifications, and other related documents
- Work with and manage Assistant Estimator
- Complete review of prospective project including reading plans and specifications in detail.
- Compute costs by analyzing labor, material, subcontractor, vendor, and time requirements
- Prepare civil estimates and bids at all levels of completion from conceptual to final (Design/Build) proposal by using real-time pricing and historical production data
- Produce detailed material take off’s, dirt cut/fill reports, and labor/machine costs for all civil projects using estimating software; Plan Swift and Rocktek.
- Negotiate with, obtain, and secure pricing from vendors and sub-contractors including lead times and schedules
- Ensure sub-contractors proposal meets project specifications
- Perform risk analysis and determine project’s profitability
- Review project bids with management team prior to submission
- Maintain and organize bid schedule and project folders
- Provide feedback to company systems
- Submit completed bid proposals and project packets to customers and clients
- Follow up and negotiate proposals with customers and clients
- Assist in maintaining our quality standards
Project Manager Job Mission
- Review and understand all of the project scopes and requirements
- Review prime contracts and subcontractor contracts
- Prepare, review, submit, and track all project submittals and RFI’s
- Prepare schedule of values per job
- Establish project package for Superintendent and Foreman with clear job scopes
- Set up project details and budgets in company software
- Purchase material packages via PO system for projects and secure material with long lead times
- Generate, maintain, revise, and track construction schedule and project goals on an individual basis
- Work with and manage Staff Assistant
- Prepare and hold pre-construction meetings with President & Superintendent
- Attend meetings with clients, subcontractors, owners, inspectors, and engineers
- Apply for permits when needed
- Maintain, track, and report project budgets
- Process invoices weekly using cost code system
- Hold weekly meetings with Management
- Assemble, manage, and negotiate change orders and daily billings
- Prepare monthly payment applications and follow up on such
- Prepare and review job closeout meetings
- Provide feedback to company systems
- Assist in maintaining our quality standards
