Job description

CIVIL CLERK

This recruitment will establish an employment list to fill current and any future vacancies within the Sheriff’s Department. The anticipated life of the employment list is six months. Current vacancy is with the Sheriff’s Department located in Visalia. The anticipated life of the list is six months.

Typical Duties

Accept civil case documents and forms from the public and courts and review the documents for completeness and compliance with established procedures, policies, and laws; establish and prepare departmental case records for the service of civil subpoenas, civil process, garnishments, levies, and related documents; respond to inquiries regarding the filing of civil documents and subpoenas; maintain a variety of garnishment and bank levy records including establishing garnishment cases, proof of service, posting payments, determining balance owed and payoffs, requesting disbursements, preparing notices, and responding to questions from garnishee, plaintiffs and attorneys; prepare documentation demonstrating the completion of the garnishment and forward to the appropriate court; provide information and assistance to the public regarding claims for exemption to garnishment or levy orders; perform a variety of bookkeeping duties, including posting fees to appropriate accounts, preparing receipts for fees and monies collected, and depositing of funds for a variety of accounts within the Sheriff's department; perform bank reconciliations, prepare trial balances and statement of fees; issue receipts for vehicle repossessions; perform a variety of clerical activities involving filing, typing, data entry, reception and public contact. Essential job duties may be assigned that are not listed above but are relative to this job classification. MINIMUM QUALIFICATIONS
Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

Education/Experience
: Equivalent to completion of the twelfth 12th grade and one (1) year of responsible clerical experience in an office that processes confidential/highly sensitive information AND three (3) months general clerical bookkeeping.

Knowledge of:
Double- and single-entry bookkeeping methods; procedures to receive and disburse funds; United States monetary system; numerical and alphabetical filing systems; operation of personal computers sufficient to enter and obtain information; intermediate math including fractions, decimals and percentages; familiar with Microsoft Office; standard office equipment (ie: fax, telephone, etc.)

Skill/Ability to
: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; operate Microsoft Office, Microsoft Word and the ability to learn new software; perform bookkeeping work, including reconciling reports, adjusting, and closing entries, proof reading and interpreting legal documents; perform a variety of clerical activities involving filing, typing, data entry, reception, and assisting the public; provide general clerical skills such as: answering phones, sending and retrieving faxes, filing documents alphabetically and numerically, and providing a high level of customer service to the public; read and interpret legal documents; reconcile work daily; collect, organize, analyze information and draw valid conclusions; compile and interpret statistics on various records; type various forms and correspondence accurately; use computers and other automated office equipment; write and print clearly, uniformly and legibly; accurately post figures to various ledgers, documents and records; proofread for errors in numbers, grammar and spelling; alphabetize, file and maintain various financial and fiscal records; deal tactfully with the public and other employees; organize work in proper step by step order; remain flexible to changes in workloads; communicate with a variety of people of various educational and socioeconomic backgrounds using patience, tact, courtesy, and restraint; follow verbal and written instructions.

License or Certificate:
Possession of, or ability to obtain, an appropriate, valid California driver's license.

DESIRABLE QUALIFICATIONS:
Knowledge of: Legal forms and terminology; policies and procedures for receiving and filing legal documents in compliance with local, state and federal regulations.

  • Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.

Benefit Amount:An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).
Health Insurance:A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).
Retirement:The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave:12 set days and 1 personal holiday.
Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
Sick Leave Accrual:12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.
Group Term Life Insurance and AD&D:$10,000; Provided by Standard Insurance Company.
Disability Insurance:Employees are covered by State Disability Insurance. The premium is paid by the employee.
Deferred Compensation:A voluntary deferred compensation plan is available.
