    Job Description

    City Performance Project Manager

    The City Performance team is seeking a Project Manager skilled at balancing multiple priorities, problem-solving, and facilitating conversations with project stakeholders and City Performance staff. Duties for this position include, but are not limited to:

    **Programmatic Planning & Development **
    • Provide problem-solving and consulting services to City leadership, department heads and managers by assessing and identifying departmental and Citywide needs.
    • Coordinate City Performance projects with other strategic, organizational and operating environment needs and with priorities of the client and the broader City and County of San Francisco organization.
    • Manage annual work planning process for at least one department and/or policy area including project idea development, prioritization, and agreement for City Performance work.
    • Serve as subject matter expert in at least one policy area, including but not limited to transportation, performance measurement and reporting, nonprofit contracting, public safety, public health, human services, and capital and infrastructure.

    Project and Program Management
    • Oversee the development of detailed project plans, including scope and objectives, timelines, budgets, and project milestones.
    • Assess risks, formulate strategies, and establish priorities to design project and program plans to achieve intended project results.
    • Manage project timelines, deliverables, resource assignments and usage, and quality control processes to ensure effective and timely project completion.
    • Direct and supervise staff in collecting, analyzing, testing, and reporting information (e.g., databases, procedures, systems and operating methods) as they relate to project objectives.
    •Develop methodology and perform complex data analysis as needed, including coaching staff to increase their analytical capability.
    •Oversee qualitative and quantitative analysis, including work done in Excel, R, PowerBI, ArcGIS, Microsoft Project and other analytical tools. Provide troubleshooting, guidance, and coaching for analysts as they conduct focus groups and interviews, engage in benchmarking activities, and pull together data and analysis from multiple methodologies.
    • Lead complex procurement, contract development and quality control processes for consultant-provided work.

    Facilitation and Communication
    • Lead communication with project and program audiences including but not limited to department sponsors and leadership, elected and appointed officials, the public and other stakeholders.
    • Promote inter-departmental collaboration and facilitate City stakeholders to reach agreement on solutions, including coordinating Citywide working groups.
    • Oversee development of and review written reports, infographics, dashboards, and presentations that effectively communicate project results to both the public and City stakeholders.

    Divisional Leadership
    • Supervise, train, and evaluate Performance Analyst II, Performance Analyst I and administrative support staff, including preparing and/or reviewing performance plans and evaluations and providing professional development coaching.
    • Identify needed organizational improvements and lead and/or participate in organizational development initiatives.
    • Work collaboratively with all staff, encourage team members to challenge themselves and learn from each other, and actively contribute to team efforts.

    Positions are in the Controller’s Office only. Projects may be temporarily assigned outside of the normal work schedule or work location.

  • Qualifications

    _ MINIMUM QUALIFICATIONS_

    Education: Possession of a baccalaureate degree from an accredited college or university in business or public administration, accounting, finance, statistics, the social sciences, English, or a related field.

    Experience: Five (5) years of experience performing complex policy analysis, project management, public administration, or related consulting; functional understanding of local government operations.

    _ Substitution :_ **** A master's degree in business or public administration, accounting, finance, statistics, or a related field may be substituted for two (2) years of the required experience.

    _ SELECTION PROCEDURE:_

    After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

    Supplemental Questionnaire Examination (Weight: 100%): Candidates who meet the minimum qualifications will be emailed the Supplemental Questionnaire Examination at a later date. The Supplemental Questionnaire Examination is designed to measure knowledge, skills and/or abilities in job-related areas which may include, but not be limited to: knowledge of auditing standards and procedures; critical thinking and analytical ability; skills in computer applications; written communication skills; interpersonal communication skills; organizational, time management and project management skills; leadership ability and ability to identify risks to the organization. A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process. Candidates who do not respond to the Supplemental Questionnaire by the deadline provided will not be eligible to continue in the examination process and will not be added to eligibility list resulting from this process.

    Additional Information

    _ Eligible List/Score Report:_

    A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

    The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
