City Engineer

Job Description

DEFINITION:

The City Engineer works under the direction of the Director of Public Works and performs various engineering functions for the City of Havre de Grace.

ESSENTIAL FUNCTIONS/JOB TASKS: (Reasonable accommodations will be made to enable individuals with disabilities to perform the essential functions)

1. Reviews, for the Public Works Director’s signature, the engineering plans associated with residential and commercial development.
2. Reviews engineering plans for roads and storm drains, water and sewer, storm water management, and sediment and erosion control
3. Provides engineering for City projects as assigned.
4. Assist the City with the continued implementation of the City’s MS-4 program. Inclusive of identifying projects, plan review, and assist with grant funding.
5. Develops the annual capital projects program for the Public Works Director’s approval.
6. Provides engineering and plans review for capital projects including but not limited to water, sewer, and MS-4.
7. Assist with the request for proposal process associated with engineering and construction for the capital projects program.
8. Attends meetings both inside of and outside of normal business hours as needed or as assigned by the Director of Public Works.
9. Prepares review comment letters and letters of plan approvals.
10. Participate in pre-development meetings with stakeholders.
11. Examines and provides feedback on Traffic Impact Statements (TIS/TIA).
12. Coordinates with various county, state, and federal agencies, to include but not limited to MDOT SHA, MDE, Amtrak, Harford County Department of Public Works (specifically, biannual Water and Sewer Master Plan updates for capital projects).
13. Provides initiation and/or technical review of studies for the City's water distribution and treatment, wastewater collection and treatment, plant operations, and traffic impacts.
14. Performs other duties as assigned

OTHER RELATED FACTORS:

• On occasion work may expose employee to dust, dirt, smells, fumes and airborne particles and to moving mechanical machinery and the risk of electrical shock
• Must wear proper protective equipment

MINIMUM QUALIFICATION REQUIREMENTS:

Knowledge, Skills, and Abilities:

• Must have the ability to move about on construction sites
• The nature of the work requires the incumbent to stand, sit, and walk, and on occasion stoop, kneel, climb, crouch, and crawl
• Must have a thorough knowledge of City policies, laws and regulations
• Ability to communicate orally and in writing
• Ability to foster effective relationships within and outside the Department
• Ability to use a personal computer, telephone, and standard office equipment
• Must possess a valid driver’s license

Education and Experience:

• Possession of a Bachelor’s degree from an accredited college or university in engineering
• A minimum of four (4) years’ experience professional engineering experience including at least two years working in the utilities concentration; or any equivalent combination of education and experience
• Possession of a Maryland Professional Engineering License
