The City of South Portland is currently seeking a full-time City Clerk and Registrar of Voters to join our team and workforce. Position Summary: The City Clerk/Registrar is appointed by the City Council and serves as a direct link between the inhabitants of the City and their government. The Clerk is the historian of the City, for the entire recorded history of the City and its people. The City Clerk serves the public, Mayor, City Council, City Manager, and other administrative departments. Key areas of responsibility include administering election and voter registration, preservation of vital records, and overseeing the City’s business licensing. The job of the City Clerk/Registrar requires versatility, alertness, accuracy, patience and excellent customer service skills. The individual must possess all of the necessary skills, abilities, licenses, and certifications to fulfill the responsibilities and obligations of the City Clerk. The City Clerk shall attend Council meetings and prepare Council meeting minutes and perform the duties and responsibilities of the role with integrity, ethics, personal accountability, and professionalism. The City Clerk also serves as the City’s Registrar of Voters.
Work is performed with considerable discretion under the general direction of the City Council. This position provides supervision to full-time and part-time City Clerk staff as brought under his/her authority by the City Charter.
Education: Associate’s degree or equivalent combination of education and experience that provides the knowledge, skills and abilities to perform the work is required. Further education or relevant certification is desirable.
Certification: Certified Clerk of Maine (CCM), Certified Municipal Clerk (CMC), or ability to obtain within three years of hire. Application for Notary Public and Dedimus Justice completed within one year of hire.
Experience: A minimum of five (5) years of City/Town Clerk experience and/or any equivalent combination of experience, education and training which provides the knowledge, skills and abilities.
Computer proficiency required. Knowledge of Centralized Voter Registration, Electronic Birth and Death, Moses Program, Munis, and Microsoft Access highly preferred.
Must have schedule flexibility to work additional hours for several weeks leading up to an election, during co-worker’s vacations and possibly for other relevant and/or necessary circumstances. Must attend Council meetings, and sometimes work other evenings or weekends to accomplish departmental work.
Must possess and maintain a valid State of Maine Class “C” driver’s license throughout employment and have their own reliable transportation for possible work day transportation around the city.
The City Clerk is appointed by the City Council and will work a 37.5 hour standard schedule over a four day week, with the option of remote or in-office flex time on Fridays.

Starting Salary Range: $33.50- $46.15/hour ($65,000 - $90,000 annually) depending on experience. This position is eligible for annual merit increases, and possible annual cost of living increases as approved by the City Council.
