STAFF JOB DESCRIPTION
Title: Director, Early Childhood Education
Status: Exempt
Reports To: Principal and Superintendent
Pay Range:
Prepared/Revised Date: Fall 2023
Work Year: 193 Days
SUMMARY:
Director of Early Childhood Education will provide the overall leadership, direction, supervision, and accountability for the district's early childhood education program in all areas of instruction and curriculum, safety and security, student discipline and attendance, child care licensing, staff development and evaluation, community building, human resources and financial management.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Listed below are the essential tasks performed to achieve the purpose of this job
Job Tasks Descriptions
1. Articulates a belief system through voice and actions that leads the Early Childhood Education (ECE) program with a clear focus, communicating the vision of the program to Early Childhood staff, building principal, and staff.
2. Articulates effective instructional practices by providing intellectual stimulation, being actively involved in and having knowledge of current research in curriculum, instruction, and assessment.
3. Assesses quality of classroom instruction by monitoring, being visible, conducting regular observations, communicating and providing a clear structure and atmosphere.
4. Plans, monitors, and managers budget, including Universal Preschool Program, tuition, Preschool Special Education, general fund preschool, and grants.
5. Oversees and monitors all services provided to at risk Early Childhood Education students, and ECE students with Special Needs. Ensures compliance with federal and state guidelines and laws.
6. Oversees and authorizes the hiring of all ECE staff.
7. Develops, implements, and monitors yearly FTE allocations and classified staff hours to ensure compliance and equity of resources. Develops an ECE budget to meet the required needs of the at-risk CCAP and population with special needs.
8. Assures compliance with TS-GOLD: Monitors child assessment data system for preschool, completes CCSD community partner's state reports three times a year. Analyzes data to identify expenditures, plan professional development and intervention strategies, and ensures completion and quality data.
9. Develops and maintains community partnerships with agencies serving young children and families including KidsCouncil, Health Department and Local Council Organization.
10. Plans, evaluates and implements professional development opportunities for classroom staff, including teacher meetings, newsletters, and Kids Council meetings.
11. Works closely with the Custer County Kids Council and the Custer County LCO.
12. Oversight PK and Early Learning Staff Assigned to CCSD.
13. Oversight of all preschool enrolment, Tuition, Special Education for Preschool and Early Childhood Center.
14. Collaborator with the CCSD Student- Parent Handbook.
15. Perform other duties as assigned.
EDUCATION AND RELATED WORK EXPERIENCE:

  • BA Degree plus additional coursework required for certification or licensure.
  • Minimum of three years experience in: Early Childhood Education and/or Early Childhood Special Education.

TECHNICAL SKILLS, KNOWLEDGE, AND ABILITIES:
  • Knowledge of legal issues and requirements related to Special Education, the Universal Preschool Program, and the Colorado Department of Early Childhood Education.
  • Knowledge of student assessment and data analysis for continuous improvement.
  • Current knowledge of best instructional practices in Early Childhood.
  • Strong planning, organization, motivation, management, supervision and evaluation skills. ? Strong written and verbal communication skills with internal and external audiences.
  • Experience with MTSS process and the Standards-Based Teaching/Learning Cycle.
  • Knowledge of school-based budget/planning.
  • Demonstrated skills in facilitation, problem solving, and conflict management.
  • Understanding skills in facilitation, problem solving, and conflict management.

LICENSES, REGISTRATIONS, OR CERTIFICATIONS:
  • Health and Human Services Large Center Director Qualifications; required at entry
  • Requires a valid Colorado driver's license: No

MATERIALS AND EQUIPMENT OPERATING KNOWLEDGE:
  • Proficient in PC operations

REPORTING RELATIONSHIP AND DIRECTION/GUIDANCE:
  • Reports to: School Principal and Superintendent

BUDGET AND/OR RESOURCE RESPONSIBILITY:
  • The ECE Director oversees all budget functions for Custer County ECE budgetary requirements.
