Class Definition

GENERAL STATEMENT OF DUTIES: To be responsible for planning, developing, implementation and participation in all aspects of federal, state and local HIGHWAY SAFETY PROGRAMS in Rhode Island; to serve as the chief liaison officer for the Governor’s Representative to the National Highway Safety Agency an representatives of state departments and officials of cities and towns; and to do related work as required.

SUPERVISION RECEIVED:
Works under the general supervision of a superior with wide latitude for the exercise of independent judgement; work is reviewed for conformance to the provisions of laws, regulations and policies.

SUPERVISION EXERCISED:
Plans, organizes, directs, supervises and reviews the work of a professional and clerical staff.

Illustrative Examples of Work Performed

To be responsible for the planning, development, participation in, and implementation of all aspects of federal, state and local HIGHWAY SAFETY PROGRAMS in Rhode Island.

To coordinate such program planning and development with other state agencies and with local jurisdictions.

To serve as the chief liaison officer for the Governor’s Representative to the National Highway Safety Agency and the HIGHWAY SAFETY officials representatives of state departments, and of cities and towns.

To be responsible for planning, organizing and directing a staff of professional and clerical employees engaged in performing such functions as:

The conduct of studies relating to HIGHWAY SAFETY such as collecting and evaluation of data relative to accidents, accident investigations, highway design and maintenance, traffic control, vehicle codes and laws, identification of specific locations of sections of streets and highways which have high or potentially high accident experiences; making studies and analysis of such data in connection with the provisions of the National Highway Safety Act and preparing reports and recommendations thereon; providing assistance to state, city and town officials relative to their applications for federal funds for special projects and assisting such officials in the implementation of approved projects and the application of standards required by the federal statutes; assisting such officials in the preparation of financial and other reports relative to compliance with the provisions and regulations of statutes related to compliance with the provisions and regulations of statutes related to these projects; developing and carrying out programs designed to promote improved driver and pedestrian safety education; preparing budgetary needs required for the promotion and execution of the coordinated state’s and local cities’ and towns’ HIGHWAY SAFETY PROGRAMS;

To be responsible for evaluation of existing programs in the field of HIGHWAY SAFETY and to develop plans for their expansion, modification or elimination in view of changing needs, the availability of state and/or federal funds and recent advances in ideas and methods.

To do related work as required.

Required Qualifications for Appointment

KNOWLEDGES, SKILLS AND CAPACITIES:

A thorough knowledge of the provisions of the National Highway Safety Act as it relates to the State of Rhode Island and local cities and towns HIGHWAY SAFETY PROGRAMS financed by such act; a thorough knowledge of the problems, and of policies, methods and practices common applied in the promotion of HIGHWAY SAFETY; the ability to plan, develop, and administer all aspects of federal, state and local HIGHWAY SAFETY PROGRAMS in Rhode Island; the ability to establish and maintain effective working relationships with other state officials, and with officials of local cities and towns and with the general public; the ability to evaluate data and prepare effective reports and recommendations; the ability to plan and carry out effective educational and public relations programs in the field of HIGHWAY SAFETY the ability to plan, supervise and review the work of a staff engaged to assist; and related duties and responsibilities.

EDUCATION AND EXPERIENCE:

Education: Such as may have been gained through: graduation from a college of recognized standing; and
Experience: Such as may have been gained through: employment in a responsible position with responsibility for administering a comprehensive program of HIGHWAY SAFETY promotion involving the implementation of the provisions of federal, state and local statutes.
Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.

Supplemental Information

This administrator will work directly with the Administrator for Policy and Community Affairs in establishing and administering the approximately $14M National Highway Traffic Safety Administration budget on safety projects.

The successful applicant must have a full working knowledge of NHTSA programs, rules and regulations.
